L'optimisme que M. NASSIGLI avait observé dans les milieux diplomatiques de Londres au sujet d'une solution de la question argentine a également été remarqué dans la presse colombienne. Mais, le ... américain des informations semble avoir limité, sur ce continent, les espoirs de conciliation. Hier, un télégramme de l'U F indiquait déjà:
que l'argentine se limiterait à l'embargo des biens allemands,
que le peuple argentin s'opposerait à une déclaration de guerre qui, d'ailleurs, n'apporterait aucun changement pratique pour une réconciliation avec les autres nations,
que le Gouvernement argentin ne supporterait pas une pression exercée dans le but d'accélérer les élections qu'il ne pense réaliser que lorsqu'il en jugera le moment opportun,
et qu'enfin il se désintéressait de la conférence (36) de Mexico.

Une déclaration, faite hier soir à Mexico par la délégation des Etats-Unis, informe que le Gouvernement américain ne prendrait aste d'une résolution en faveur de l'argentine que lorsque ce pays aurait effectué les réformes de structure intérieure indispensables à la sécurité du continent, afin de prévenir et empêcher une agression de sa part, et qu'Argentine (ne) soit rentrer dans la communauté des nations américaines que sur une base de coopération et de sincérité. Les nouvelles que j'ai pu recueillir concernant récent séjour au Caire du Président ROOSEVELT et de CHURCHILL, confirment l'opinion donnée par M. LESCUTER dans son télégramme en date du 17 de ce mois: Premier Ministre britannique cherche, avec appui des Américains, à fixer le statut futur du Moyen Orient. Du point de vue français, le fait essentiel est que cette tentative se poursuit en dehors de (443) nous.

M. SHORE est rentré du Caire accompagné de M. HANNEY spécialiste au Foreign Office pour les questions du Levant (S) J'ai rencontré M. SHORE dans une réception; il s'est efforcé de me donner le sentiment que tout était en ... ... et que nous aurions lieu d'être satisfaits. Dans une conversation avec OSTROROG, M. (444) HANNEY a (3M.), insistant très vivement pour que nous saisissions sans délai les Syriens de propositions concrètes, et que nous cherchions à obtenir des règlements effectifs sans trop nous attacher aux (principes). Reprenant l'argumentation (dont) il avait une auprès de DIEHIL KARDAN, OSTROROG a répondu que si des (445) formules diverses pouvaient se concevoir, nos (alliés), quels qu'ils fussent, devraient comprendre qu'aucun accord n'était réalisable qui ne tiendrait pas compte des intérêts particuliers de la France au Levant et que toute négociation serait vaine si l'on voudrait faire table rase du passé.

Malgré le caractère amical de ces entretiens, la (446) manœuvre engagée à la suite du conseil qui vient d'être tenu au Caire par CHURCHILL avec les représentants de tous pays arabes, m'inspire les plus vives appréhensions. Ayant dû renoncer au projet de Grande Syrie qu'IND SEGUD et le Roi FAROCE ne favorisaient point, je crains que les Anglais ne cherchent maintenant une solution directe et rapide de la question syro-libanaisé. (447). Dans le cadre des dispositions prises au Caire et dont nous n'avons pas connaissance, on essaiera sans doute de nous engager dans une négociation, avec le ... ... de ... ... la thèse

En l'absence du Ministre des Affaires étrangères (votre tél. 40) le Sous-Secrétaire d'Etat aux Affaires étrangères m'a dit officieusement que le Gouvernement péruvien se propose de désigner son Ambassadeur actuel au Saint-Siège au poste éventuel d'Ambassadeur à Paris.

M. ARIAS (SCHRINER est le nom de sa mère) avait été pressenti et a accepté. Il n'a jamais été question pour lui de se rendre en France dès maintenant. Le Sous-Secrétaire d'Etat aux Affaires étrangères va lui télégraphier afin d'éviter tout malentendu.

M. ARIAS a joué un rôle important comme Ministre de l'Intérieur du Maréchal BENAVIDES et s'est créé dans ce poste beaucoup d'ennemis; très intelligent, passe pour partisan méthodes (autoritaires), ambitieux, appartient à ces milieux d'extrême droite qui forment la majorité de la classe dirigeante du Pérou.
