I A la date du 17 octobre 10.772 caïssez ont été envoyées sur la France dont 1000 sur Marseille. Elles contiennent environ les deux tiers de la première commande et une petite partie de la deuxième pour une valeur d'environ 250 milliards de francs.

II Le solde (6359) de la première commande est stocké à la FEDERAL RESERVE BANK en attente de transport.

III L'exécution de la deuxième commande se poursuit normalement à une cadence d'environ 7 millions de coupures par jour.

Toute la presse libanaise et syrienne a reproduit le comnuniqué publié 8 octobre Le Caire avec le texte du protocole élaboré au cours de la conférence Alexandrie et accepté par les délégations de l'Egypte, l'Irak, la Transjordante, la Syrie et le Liban, les représentants d'IND SMOUD et de l'IMAN YANYA ayant réservé la réponse de leurs souverains.

Ce texte, qui vous sera communiqué par la valise prochaine, jette les (18) bases en vous délaissant avec un bureau permanent dénommé "conseil de la communauté des Etats arabes" chargé d'assurer exécution de l'accord et de se prononcer sur toutes questions intéressant la communauté.

La réserve apportée à la souveraineté des Etats, notamment en ce qui concerne la liberté de conclure des engagements contractuels avec des pays étrangers, constitue une des clauses essentielles de ce protocole. Elle est réponse indirecte à l'entente récemment réalisée Londres concernant conclusion d'un traité entre (19) la France et les Etats sur la base de notre position particulière au Levant.

Il convient remarquer d'autre part que tous les pays signataires de ce protocole font actuellement objet d'une occupation militaire britannique. Le Nedj et le Yémen, qui n'ont pas armées étrangères sur leurs territoires, ont refusé d'y adhérer. On peut donc considérer que les décisions Alexandrie s'inspirent de la politique suivie depuis trois ans par les autorités britanniques au ...... elles maintiennent la position privilégiée de l'Angleterre, (20) tout en interdisant à la France consolider la sionne pour l'avenir. J'ajoute qu'au sein de cette communauté arabe, où l'unanimité des voix n'est pas prévue pour les décisions à prendre, le Liban se trouverait d'abord en tutelle, puis en servitude.

J'ai effectué plusieurs démarches auprès de la Trésorerie pour obtenir de premieres indications au sujet des sommes dont nous devrions etre crédités en dollars en contre-restitution des francs utilisés notamment pour le paiement des troupes. La Trésorerie vient de me dire confidentiellement que les premiers comptes rendus des autorités militaires à ce sujet faisaient apparaitre des chiffres relativement très faibles. Elle a donc insisté auprès du Département (6372) de la Guerre pour déterminer les causes de ce qui semble bien être indice d'une fraude importante sur billets d'avoirs par certains éléments des troupes américaines. En me donnant ce renseignement qui, je le répète, doit pour l'instant demeurer strictement confidentiel, il m'a été indiqué que les autorités franģeises n'auraient jusqu'ici désigné personne auprès de SHARF pour exercer la liaison, (6373) prévue par l'accord du mois août, et éventuellement un droit de regard sur les comptes par cet officier de finances américain.

J'ajoute que la Trésoreria est tout à fait disposée à nous aider en cette matière dont l'importance ne nous échappera pas. Il y aurait le plus grand intérêt à ce que vous puissiez procéder sans retard à la désignation d'un délégué spécial chargé de suivre ces questions auprès du SHARF.
