Je réponds à votre télégramme 567.

J'ai lieu de penser (que) dans la phase présente, l'une des deux primordiales de la politique soviétique est d'éviter avec soin tout ce qui pourrait affaiblir l'affirmation d'une parfaite unité de vues et d'action proclamée par les trois puissances réunies à Yalta, et je crois le Gouvernement soviétique d'autant plus attaché à cette ligne de conduite qu'ayant (745) fait prévaloir ses conceptions en Crimée, il est le principal bénéficiaire de l'accord.

C'est du moins ce que j'inflore des divers indications et rapports de la position prise par Moscou, ainsi que des justifications (qu') données M. MOLOTOV dans la question de la modification éventuelle de la formule d'invitation à la conférence de San-Francisco. Le Gouvernement des Soviets aura pu craindre qu'une première brèche fût (746) ainsi ouverte dans le système des décisions de Yalta et qu'il en résulte un précédent dangereux pour le maintien de l'(identité) de vues et de l'(accord) entre les trois conférents.

Du même esprit me paraît teinte la réponse que le Gouvernement des Soviets m'a fait tenir par M. DEKANOSOV relative au mémorandum de M. GREW. Sous leur forme singulière, les paroles (747) du vice-commissaire visent peut-être à nous laisser entendre qu'on nous soupçonne d'avoir tenté à l'occasion de ce mémorandum une manœuvre de division, et très probablement à nous marquer que les matières relevant des décisions de Yalta doivent être examinées en commun et non séparément par les trois puissances qui les ont élaborées et arrêtées.

Il me revient que quand l'Ambassadeur de Turquie a Moscou est venu ( $N$ m entretenir) M. MOLOTOV de l'entree de son pays dans la guerre, son interlocuteur l'a tout de suite informé que la question du régime des Dótroits avait été évoquée a Yalta. Il n'en a pas été dit plus long.

Les Turcs ayant été aux nouvelles ches les Anglais, ont appris qu'en effet les Soviets avaient mentionné (1550) l'existence de ce problème, mais en ajoutent qu'ils n'étaient pas encore prêts a faire connaitre leurs vues a son sujet.

On a tendance 101 a penser que par ces initiatives les Soviets ont voulu marquer qu'd leurs yeux la Turquie n'entrait dans la guerre qu'en vertu d'une ... dont le principe était admis, mais dont la nature serait précisée ultérieurement.

Aux termes de l'entretien que j'ai eu au Kremlin, le 9 courant et dont je vous ai fait la relation d'autre part, M. MOLOTOV m'a demandé a revenir sur notre recente conversation relative au maintien de nos troupes au Levant dans une situation privilégiée.

Il m'a dit qu'il avait été frappé de la justesse de la réponse que je lui avais faite lorsqu'il m'avait objecté que la (760) question n'était pas jugée (importante) par le Gouvernement des Soviets, et aux termes de laquelle j'avais remarqué qu'il pourrait un jour ne pas être indiférent à ce que nous soyons présents en Syrie et au Liban. Jusqu'ici, m'a-t-il dit, l'Union avait eu sur cette affaire une position qui n'était ni "négative" ni "positive."

Aujourd'hui au contraire il la jugeait importante et décidait (761) de l'approfondir. Il me demandait en conséquence de lui indiquer les documents qu'il devrait étudier.

J'ai signalé à M. MOLOTOV comme premiers documents: les deux proclamations de l'indépendance sous réserve de la ... d'un traité ... ... en 1941 en dehors de la déclaration LYTTLETON; le texte par lequel M. HAMILTON, chargé d'affaires britannique, a notifié aux Gouvernements du Levant (762) que son Gouvernement reconnaissait l'indépendance des Etats dans les termes des proclamations du Général CATHODE.

Il a été convenu que je procurerais ces textes (pour) M. MOLOTOV, s'il ne les avait pas, en les demandant à Segrouth.

Je réponds à votre télégramme 1415&lt;sup&gt;x&lt;/sup&gt; du 7 mars.

Démocrate marquant de New-York, ami de Monseigneur SPELLMAN, M. FLORE s'est effectivement rendu à Moscou pour travailler à un rapprochement entre le Saint-Siège et l'U.R.S.S. On affirme dans les milieux officiels américains qu'il n'a été chargé par le Président d'aucune mission. Désireux de donner (1458) une satisfaction d'amour-propre à un homme qui lui a souvent rendu service au sein du parti, M. ROGNEVILY se serait contenté de le recommander au bon accueil des autorités soviétiques. À l'un des premières conférences de presse qui ont suivi son retour de Yalta, le Président a bien parlé de la visite à Moscou de M. FLORE comme d'un voyage qui pourrait avoir des (1459) conséquences importantes. Mais si tel a jamais été son sentiment, il paraît douteux qu'il fasse encore des illusions à ce sujet. Le démenti officiel donné par le Vatican le 11 mars a été reproduit par toute la presse américaine, qui a d'ailleurs relevé que l'Osservatore Romano n'avait pas imprimé ce communiqué, et ajoute qu'il pourrait s'agir d'une manœuvre destinée à ne pas gêner des négociations en cours.

Les articles des agences nord-américaines publiés dans les journaux de Lima montrent une certaine nervosité en ce qui concerne attitude prise par la France après la conférence de Talta, et celle qu'elle prendra a San-Francisco. Ils expriment surtout la crainte que la France prenne la tête d'un groupement des petites puissances européennes pour obtenir des modifications aux décisions de Talta et de Dumbarton. Ils déclarent que la paix mondiale dépendra dans l'avenir uniquement des "Trois Grands", seuls (63) capables de la faire respecter. Ils espèrent que la Belgique et la Hollande, peu désireuses de voir France sur le Rhin, se détacheront d'elle pour se rallier aux Anglo-Américains. Ils mettent en évidence certaines divergences qui, d'après eux, se seraient produites entre le général DE GAULLE et SYALINE et ils s'efforcent, enfin, de démontrer que la France ne peut devenir a nouveau une grande puissance avant de nombreuses années.
