Dans une conversation que j'ai vue cette après-midi avec M. DUNN, je suis revenu sur question notre participation à la commission des réparations. Je vous avais déjà fait connaître réponse de STETTINIUS; elle m'a été confirmée.

Le Département d'État estime que définition très large des compétences de la commission européenne de Londres en faisant l'organisme habilité à traiter du problème (1869) des réparations. Une commission spéciale ayant été créée a cet effet à Yalta il paraît logique au Gouvernement américain qu'elle ait même composition que la commission européenne.

Toutefois Gouvernement américain croit pas avoir autorité pour prendre initiative en cette matière. Si l'assentiment des deux autres Gouvernements intéressés (en fait celui de Moscou) est obtenu il sera heureux de voir la France devenir membre de la commission.

J'aurais besoin d' 'stre informé des sujets que

(435) En ce qui concerne M. ROUSSEAUX une conférence sur FENNY auquel il a consacré deux ouvrages a Genève me parait devoir Stre assurde d'un succés certain.

En ce qui concerne M. SIEGFRIED aucun des sujets proposés ne me semble susceptible de recueillir la faveur des auditeurs suisses qui en revanche souhaiteraient entendre cet éminent conférencier développer ses idées sur "La Reconstruction de l'Europe et du Monde."

Je me réfère à vos télégrammes (relatifs culture) no 261 et 279 du 8 et 11 mars.

Pour être à même d'établir le programme des conférences qu'envisagent de faire certains de nos compatriotes je dois préalablement connaître la durée probable de leur séjour et la date de leur arrivée en Suisse ainsi que les thèmes choisis par eux. Je rappelle à ce sujet que les autorités fédérales se montrent particulièrement soucieuses d'éviter toute polémique de caractère politique me délivreront l'autorisation d'entrée que dans la mesure où ces principes seront respectés par nos conférenciers.

En tout état de cause ces derniers devraient dès maintenant déposer leurs demandes de visa à la légation de Suisse à Paris en donnant un rapide aperçu des conférences qu'ils envisagent.

En ce qui concerne (432) M. VERGORE, les sujets choisis par lui ne paraissent pas indiqués. Il y aurait lieu de lui suggérer le titre suivant: "Souffrances de mon pays." D'autre part le montant des sommes allouées par le Département à nos compatriotes est fonction à la fois de leur (suite) et de leur renommée et du nombre des conférences projetées qui doit varier entre (rest missing) (433) complémentaire pourrait être porté à 500 francs suisses pour certains conférenciers particulièrement réputés.

A ce montant payable en francs suisses par le Département s'ajoute pour tous les conférenciers le remboursement des frais de voyage Paris - frontière française et retour ainsi qu'une allocation fixe de 100 francs suisses qui couvrir(a) leurs premières dépenses à l'arrivée dans ce pays.

Il serait opportun les cours rouvrant dans les universités ... le 15 avril, que MM. CARRE et MAROUZEAU entreprissent leur voyage avant cette date. MM. La revue des événements internationaux de la
semaine que publie Pravda du 25 février ignore l'entrée
en guerre de la Turquie. En revanche, une dépêche TASS
d'Angora reproduite dans le même organe annonce qu'un
proces vient d'être intenté à un "groupe de démocrates turcs
à la tête desquels on trouve la célèbre femme de lettres
SUAD DERVIS."

Bien que l'acte d'accusation la traite de
"communiste" et que le procureur ait (530) réclamé pour elle
25 ans de travaux forcés "son seul crime, commente l'agence
soviétique ce soir, consiste à avoir écrit un livre objectif sur
l'U.R.S.S." TASS fait remarquer également que les agitateurs
"pan-titres" dont la politique est systématiquement hostile à
l'Union, n'ont été condamnés qu'à des peines minimes.

Par ailleurs, la censure du Narkomindel a laissé
passer la dépêche où le correspondant d'(531) A.P.P. à Moscou
soulignait que l'opinion publique soviétique considérait la
déclaration de belligerence de la Turquie comme trop tardive
pour mériter une attention particulière. Ces manifestations
sont d'autant plus (étonnantes) que depuis le début de cette
année la Turquie était sortie indemne de l'offensive générale
déclenchée par la presse soviétique contre les neutres.

Henseignements communiqués par ENGDH sur situation militaire in Indochine à la date du 27 mars.
I. Tonkin. Le poste de Fha-Long encerclé résiste toujours. Il est renforcé par les garnisons de Pa-Kha, Muong-Pauong et par deux compagnies travailleurs tonkinois.

Aucune information n'est parvenue concernant secteur de la Hivière Noire.
II. Laos. La menace d'une bataille dans le Haut Laos se précise. (2015) Japonais venant de Vientiane, marchent sur Luang-Frabang. Un bataillon français est signalé à Muong-Kassy à 40 kilomètres au nord-ouest de Ho-Van-Vieng.
III. Annam. La nouvelle selon laquelle les autorités françaises de Hue seraient prisonniers a été démontie. La garde indigène est réfugié à 70 kilomètres au sud-ouest de cette ville. Japonais tiennent Attopeu, Thittang et Saravane qui est en flammes.
