Nous avons vu le Ministre des Finances
syrien Président du Conseil par intérim et Ministre
des Affaires étrangères libanais Président du Conseil
par intérim.

Il a paru préférable de présenter (715)
cette communication comme simple démarche de courtoisie et
assurance contre interprétation inexacte. Elle a été très
bien accueillie des deux côtés.

Délégué général par intérim était d'accord. Il
estime qu'une communication écrite officielle ne pourrait
être faite que par lui et a demandé des instructions à
ce sujet ... Affaires étrangères avec lesquelles je vous

"Le Département publie aujourd'hui texte des actes d'adhésion de la Syrie et du Liban à la déclaration des Nations-Unies et celui de la réponse du Secrétaire d'Etat ad interim.

Les quatre nations (1887) qui patronnent la Conférence de San-Francisco sont toutes tombées d'accord que la Syrie et le Liban devaient être invités à participer à cette conférence et ce Gouvernement leur adresse des invitations au nom des "sponsorings nations." Le Gouvernement français a indiqué qu'il donne son appui (support) à cette démarche ayant pris initiative de proposer que ces deux Gouvernements soient invités à San-Francisco."

J'ai vu aujourd'hui le Ministre des Affaires étrangères qui m'a fait part intention Gouvernement Guatemala considérer membres mission VALLERY-RADOT comme invités d'honneur et m'a communiqué programme différentes manifestations officielles en leur honneur.

Le Ministre m'a également demandé de prier V.E. vouloir bien (59) lui débler d'urgence demande d'agrément pour moi-même en fixant mon statut, cette demande n'ayant jamais été faite depuis constitution G.P.R.F. Il m'a assuré qu'il serait immédiatement répondu favorablement à V.E., suggérant de m'accréditer ensuite par le télégraphe.

la DGER et l'EMDON sur la situation in Indochine à la date du 28 mars.
I. Les Américains s'inquiètent de l'appui donné par les hritanriques à nos troupes sous la direction du Général BLAIZOT. Ils considèrent que la situation en Indochine est menaçante pour le Yunnan, en raison de la densité des effectifs japonais (1991) qui (concentrent) au Tonkin les 21, 34, 37, et probablement 221 ème divisions japonaises.
II. - Tonkin - Dans le secteur de la Rivière Noire, nos troupes ont atteint Puat-Eleng Kho ainsi que la route à 20 kilomètres au sud de Son-La; il semble qu'elles puissent se maintenir sur ces positions. La place de Lai-Chau est couverte. Des combats corps à corps se livrent (1992) dans cette région pour retarder l'avance ennemie.
III. La menace japonaise s'accentue à l'ouest et au sud du Laos, notamment sur Luang-Prabang. Les forces françaises se concentrent autour de cette dernière ville et les guérillas continuent sur la route coloniale de Rak-Seng. Sur la route coloniale no 9 des destructions (1993) ont été opérées.
IV. - Annam. - Un détachement venant de l'aérodrome de Hue a gagné la montagne Huelch à 45 kilomètres au nordouest de An-Cie Te. Les autorités françaises de Hue ont été arrêtées.
V. - La radio chinoise a fait le 24 mars des commentaires très favorables sur la résistance de nos troupes et a annoncé que des armes leur étaient fournies par les Américains.
