En particulier, appui ne peut pas comporter pour le moment de mouvements offensifs des troupes alliées. Toutefois celles de nos forces qui se trouveraient contraintes de se replier en territoire ami seront naturellement recueillies et recevront toute l'assistance dont elles auront besoin.
Le Général WEDEMEYER, qui a donné ces indications à M. McCLOY, lui a également dit qu'il était d'accord pour que le Général BLAIZOT assurait la liaison (1876) avec lui. Il tient toutefois à garder aussi une liaison directe avec le Général PECHKOFF, ses (relations) avec notre Ambassadeur étant excellentes.
Le Sous-Secrétaire d'Etat de la Guerre estime que les dispositions ci-dessus seront certainement confirmées par le Combined Chiefs of Staff, qui va en être incessamment saisi. Le Général WEDEMEYER a dit également à M. McCLOY qu'il serait heureux de (1877 unreadable)
(1878) du rôle qu'elles peuvent jouer si elles arrivent en temps utile sur le théâtre des opérations.
J'ai développé ce même point de vue au Département d'Etat. Mon impression est que mes interlocuteurs y sont favorables, la décision à intervenir devant, bien entendu, venir du Combined Chiefs of Staff. Nous continuerons nos démarches après avoir reçu les précisions complémentaires que je vous demande par télégramme séparé.

Le Congrès d'Aviation est en pleine discussion au sujet de la composition du comité exécutif. Treize sièges sont prévus mais seulement neuf seraient actuellement (accordés) de la façon suivante: deux pour les Etats-Unis, un pour Amérique latine, un pour Moyen-Orient, un pour Australie, soit un total de cinq, et quatre pour Europe dont un pour l'Angleterre, un pour la France, un pour la Hollande et un pour les pays (scandinaves). Le délégué polonais insista pour avoir un siège, plaidant la cause de son pays, première victime de l'invasion allemande. Il fut passé outre à son insistance. (93) En dépit de cet accord de principe, il ne se tint pas pour battu et continua ses démarches, amenant le désistement en sa faveur du délégué suédois, choisi pour le bloc (scandinave). Cette question sera décidée définitivement aujourd'hui. Il est à remarquer que plusieurs voix se font entendre pour dire que la désignation d'un délégué polonais affilié au Gouvernement exilé de Londres, constituerait une erreur. La Pologne étant actuellement sans gouvernement reconnu, cette attribution aurait une signification politique ne pouvant que créer (94) des difficultés par la suite.
Le délégué belge aussi remarque que si un siège était réservé au bloc (scandinave) il était indispensable de le confier à la Norvège en raison de l'attitude pendant la guerre de la Suède et du Danemark. L'atmosphère est assez agitée et la délégation française agit avec habileté pour que le siège du comité exécutif soit Paris et non Montréal comme le désire le bloc anglo-américain.

J'ai assisté le 12 avril à Melbourne, avec l'attaché militaire, à une séance restreinte du Comité Guerre Psychologique. M. STOCKES assistait pour la dernière fois avant son départ pour Chungking comme nouveau Ministre d'Australie.
Différentes questions de radio-diffusion ont été mises au point d'un commun accord, à la lumière des renseignements et communications envoyés par le Département.
Comme cependant, en raison des événements d'Indochine, les émissions par radio risquent de ne plus atteindre complètement leur but, il a été envisagé que l'attaché militaire et moi... prochainement à Brisbane (150) prendre contact avec le bureau allié d'Extrême-Orient, où sont préparé les prospectus qui sont jetés par avion ou par artillerie dans le territoire occupé par les Japonais.
L'activité de ce bureau, qui constitue un autre organisme d'exécution du Comité de Guerre Psychologique, a été décrite dans ma lettre 65 du 28 février.
Nombres de ces prospectus sont rédigés par le Colonel BAL (DW)IN, attaché militaire américain, ancien attaché militaire à Tokio. Sauf objection du Département nous partons le 27 avril en avion militaire pour rentrer le 30 à Canberra.

C'est dans le but d'éviter de nouvelles discussions avec les Russes, que la délégation britannique a reproduit intégralement dans la déclaration cet article 2 B (remainder unreadable)

The first session of the Syrian commission in charge of examining the French plan for a "convention universitaire" was held in Damascus on April 19th. The French delegate is very pleased with the choice of members, who are all of European education and likely to be sympathetic towards the French point of view. DJEMIL MARDAM expressed the hope that "other questions" might soon be discussed, which the delegate interprets as meaning the problem of the army.
