Je vous adresse la traduction d'un télégramme adressé par la maison DOUGLAS au Commandant LEVI: "Au cas où votre Gouvernement ne peut prendre une décision avant le 1er novembre je crois que la seule solution possible touchant la livraison de D C 4 est d'attendre la décision de votre Gouvernement pour autant que le principe de l'achat est en cours et lorsque votre Gouvernement sera disposé à prendre des engagements nous offrons la meilleure livraison possible à l'époque considérée. D'ici là (6475) nous ferons tous nos efforts pour maintenir dans la mesure du possible les modalités de vente que nous vous avons offertes dans mon télégramme du 6 août. **Rial SOMIL** a réuni ce matin .U. en séance spéciale pour lui faire un exposé sur les négociations et entretiens Alexandrie. Il a présenté les résolutions adoptées comme de simples projets et en tout cas comme un grand succès pour le Liban puisque tous les Etats arabes membres de la ligue ont reconnu son indépendance et ses frontières actuelles. Il a enfin confirmé une déclaration faite par lui à Alexandrie (44) à savoir que le Liban ne conclure de traités avec aucune puissance occidentale avant Conférence de Paix. Plusieurs discours ont été ensuite prononcés par des parlementaires mais en aucun moment le débat n'a porté sur le fond du protocole. En fin séance la chambre a voté à la majorité une motion remerciements à l'adresse du Gouvernement pour les efforts qu'il déploie en vue défendre indépendance du Liban.

Comme indiqué par notre PICOMI 402, la Trésorerie
étudie actuellement mesures qui pourraient être prises pour une
atténuation des contrôles imposés par elle dans les relations
avec France.

I. En ce qui concerne une réouverture des communi-
cations commerciales la question m'a été posée de savoir si le
Gouvernement serait en même temps en mesure exercer lui-même un
contrôle convenable sur les éventuels correspondants français
(6481) leurs identités véritables et la portée des instructions
qu'ils pourraient adresser à des correspondants américains.

II. En ce qui concerne plus spécialement possibilité
envoi fonds d'ailleurs limités des Etats-Unis vers France on se
préoccupe ici de savoir si l'ensemble des règles constituant le
contrôle des organisations est dès maintenant en état être appliqué.

III. Sur ces différents points il a été procédé à
une consultation du commandement-en-chef. Mais on ne m'a pas
dissimulé qu'on serait heureux (6482) d'avoir des indications
complémentaires. Je vous serais obligé donc de me mettre aussi-
tôt que possible à même de fournir de telles indications et
j'aimerais personnellement connaître qu'elles sont les intentions
ou les désirs présents du Gouvernement en la matière.
