tout d'abord tenu à bien préciser que notre assentiment à l'admission de la République argentine ne comporterait aucune condition concernant l'admission d'autres délégations.
En ce qui concerne la Pologne, j'ai rappelé à diverses (.M?- reprises) au cours de la conversation que la France, son amie et allié traditionnel, n'avait pas été appelée à participer aux négociations qui ont eu lieu entre les trois puissances de Yalta, ni pendant ni après la conférence de Crimée. Nous ne sommes pas informés des discussions qui ont eu lieu entre nos alliés; nous ne connaissons pas leurs points de vue respectifs. C'est depuis quarante-huit heures seulement (1279) qu'on cherche à nous faire prendre position à cet égard, toujours d'ailleurs sans nous fournir de renseignements officiels sur les divers éléments de la situation présente. Nous avons été plus loin que les autres Gouvernements alliés en envoyant un représentant à Varsovie, mais il nous est impossible de faire davantage pour le moment. La France est convaincue que sa participation aux discussions relatives à la Pologne aurait été de nature à en faciliter la conclusion, et que cette participation aurait certainement les mêmes effets dans l'avenir. Mais il ne nous a pas été demandé. Nous nous trouvons en face de vues divergentes de nos alliés; nous ne pouvons que nous abstenir de prendre position.
(1280) Malgré l'insistance de M. GROMYKO, je me suis refusé à me rendre aux arguments qu'il me présentait, en faveur de l'admission immédiate d'une délégation du Gouvernement de Varsovie.
En prenant congé, l'Ambassadeur m'a de nouveau affirmé avec beaucoup de cordialité le désir de la délégation de l'U.R.S.S. de coopérer aussi étroitement que possible pendant la conférence avec la délégation française, ce dont je l'ai prié de remercier M. WOLOTOV en lui faisant savoir que nous étions dans les mêmes dispositions.
Cette conversation (1281) confirme les avances qui nous ont été faites à diverses reprises depuis le début de la conférence par la délégation soviétique, notamment lorsqu'elle nous a apporté un appui précieux.

J'ai reçu aujourd'hui M. GROMYKO, qui avait demandé à me voir. Il m'a dit que M. MOLOTOV était très désireux que nos deux délégations puissent (several groups unreadable) comité directeur du comité exécutif et des comités techniques de la conférence, de manière à connaître et autant que possible à ajuster leurs points de vue respectifs.
J'avais déjà fait signaler à M. GROMYKO par notre Ambassadeur à Washington que j'aurais pu, dans des séances antérieures de comité, appuyer certaines propositions du Commissaire aux Affaires étrangères si j'en avais été informé à l'avance. J'ai (567) donc confirmé à mon interlocuteur que j'étais tout à fait d'accord pour les prises de contact envisagées par M. MOLOTOV. Ce dernier désirera certainement (voir) M. GROMYKO avoir avec moi à brève échéance une première conversation sur la question des pactes régionaux et sur l'amendement que nous avons proposé à ce sujet. Il espère que les deux délégations pourront s'entendre complètement à l'avance.
L'Ambassadeur de l'U.R.S.S. m'a ensuite demandé si je pouvais lui faire connaître la position de la délégation française sur les sujets suivants:
I. Admission (568) à la conférence des délégations de l'Ukraine et de la Russie Blanche. Les républiques sud-américaines auraient l'intention de lier cette question à l'admission d'une délégation argentine, lorsqu'elle viendra en discussion demain matin au comité exécutif. J'ai dit à M. GROMYKO que j'appuierais l'admission des deux républiques russes sans le lier à aucune condition, considérant que le comité des chefs de délégation avait préjugé la question quand il avait, il y a deux jours, décidé que l'Ukraine et la Russie Blanche seraient membres fondateurs de l'organisation internationale.

Les Ambassadeurs présentent la création récente du Sous-comité du charbon du Comité des Quatre comme une première mesure de ... à faciliter les échanges de vues avec SHAEF, et annoncent une prochaine lettre relative à l'institution d'organismes propres à nous permettre de participer aux décisions concernant le développement de la production allemande (117) et à l'attribution des surplus.
Le Comité économique le 27 avril n'a pas estimé possible, compte tenu de la diminution croissante des ressources françaises en charbon (200.000 tonnes en moins pour avril) et de l'existence de stocks relativement considérables en Sarre et en Ruhr, de réviser sa position.
Je porte aujourd'hui cette décision à la connaissance des Ambassadeurs.

HOPPENOT reports that the Princess of Piedmont left Switzerland on the morning of April 30th for Italy. Accompanied by a ski instructor, she went by car to the vicinity of the St. Bernard pass, and then skiied over the mountain into Italian territory. She left a letter announcing her departure.
Swiss circles interpret this act as showing that she hopes to establish a movement in North Italy in favour of a regency exercised by herself on behalf of her son.
