De Stockholm.

Le parlement suédois a étudié en séance secrète le 27 avril la question d'une intervention éventuelle en faveur de la Norvège.

Les représentants des partis communistes et socialiste se sont montrés très hésitants. Le Président du Conseil a pris la parole et a proposé une politique d'attente. Il n'y a pas eu de vote. Le parlement paraît encore plus réservé que le Gouvernement lui-même. Seuls quelques journaux (119-120 missing) (121) qui lui demandait ce qui arriverait si une telle éventualité prenait corps, le porte-parole du Gouvernement Tchoung-King a répondu de façon évasive, en soulignant qu'aucun effort n'était épargné pour assurer l'unité de commandement de toutes les troupes chinoises et pour éviter qu'un conflit n'éclate avec les troupes communistes insoumises.

De Londres.

Le Foreign Office est en train d'examiner la possibilité de demander aux gouvernements neutres, dans le cas où la disparition du Reich serait constatée par les Alliés, de fermer (122) les missions diplomatiques allemandes. Le Gouvernement britannique n'a pris encore aucune décision sur cette question qui semble avoir été soulevée par le Département d'Etat américain.

The writer remarks that the Russians had no illusions about the practical results which could be obtained by taking a stand on a certain matter (presumably the admission of Argentina), but wished to give it the widest publicity. They succeeded in this, and benefited by a widespread movement of (sympathy?).

L'annonce d'un retour imminent du roi provoque ici d'une façon générale plus de confusion que d'enthousiasme. Il se pose à son sujet d'embarragantes questions et nul ne paraît savoir comment elles seront résolues. Je me réfère à ce sujet à ma lettre 7B à la date du 26 novembre et tiens de nouveau à souligner que seule la personne du roi est mise en cause. Sous l'égide sympathique à tous du Prince Régent, le pays paraît dans son ensemble demeurer fidèle au régime, d'autant plus qu'aux yeux mêmes des républicains il constitue un symbole de l'union (2999) belge. Il y a un mois environ (mon télégramme 179 du 5 avril) M. SPAAK me déclarait qu'un vote parlementaire devait intervenir pour mettre fin à la régence. Hier le Ministre de l'Information a assuré à plusieurs journalistes que la reprise par le roi de ses fonctions se fera automatiquement. Il est vrai que le Ministre des Affaires étrangères est socialiste et que M. HORSE est catholique. Ce matin "La Lanterne" annonce que le bureau de la Chambre des Députés délibérera sur la question après-demain samedi. A l'exception d'un (rest not received).

J'ai dit ce matin à Sir ALEXANDER CADOGAN combien me préoccupait la situation créée à la Commission Européenne par l'inertie russe. Si, dans les jours qui viennent, le commandement allemand capitulait, le commandement de l'armée française ne serait pas dans (remainder of 903, and 904 unreadable) (905) fermement que le Gouvernement britannique mettrait immédiatement le Gouvernement français au courant.

Ceci nous a amenés à parler en termes plus généraux de l'attitude russe. J'ai trouvé chez Sir ALEXANDER CADOGAN des préoccupations encore plus sérieuses que je ne le supposais. Il m'a laissé entendre que récemment étaient parvenus ici des messages du Maréchal STALINE dont le ton avait fort déplu, et dans lesquels le Maréchal se plaignait encore que l'armée russe porte seule le poids de la guerre (remainder of 905, 906 unreadable).

(906) je faisais remarquer que l'avance des armées anglo-américaines devait changer cet état d'esprit, et accroître à Moscou le désir d'entente sur les problèmes en Europe, mon interlocuteur m'a répondu que c'était aussi l'opinion du Premier Ministre, mais que, pour sa part, il n'était pas sûr que ce point de vue fût le bon, et que rien ne pouvait qu'au contraire la rapidité de l'avance sur le front occidental ne (10 groups unreadable).

J'ai pris connaissance avec le plus grand intérêt de votre télégramme no 915 à 939.

Les propos tenus par le Maréchal STALINE me suggèrent les observations suivantes:

I. Il convient de prendre note de l'intention exprimée par le Maréchal touchant l'automatisme du pacte franco-soviétique. (remainder of 836, 837 and 838 unreadable). (839) dont les Français n'avaient aucune raison de suspecter l'exactitude, sont inexactes, c'est, semble-t-il, au Premier Ministre britannique que le Maréchal STALINE devrait en faire reproches.

III. Il importe de marquer la satisfaction du Gouvernement français devant les dispositions favorables à l'élargissement de la Commission des Réparations qu'a marquées votre interlocuteur. Le Gouvernement pour sa part, est favorable à l'admission dans cet organisme des états ayant subi les principaux (840 unreadable) (841) période d'occupation. Elle a fait l'objet d'une décision de principe favorable. Le statut de la région rhéno-westphalienne est une tout autre question qui, pour autant que nous le sachions, demeure ouverte. Je note que, d'après le Maréchal, le Gouvernement de l'U.R.S.S. n'a pris aucun engagement sur ce point.

Vous voudrez bien, au cours de votre prochain entretien avec W. MOLOTOV, vous inspirer des indications qui précèdent.

(M. = par son) Gouvernement à la démarche américaine,
M. DEKANOZOV m'a assuré que le Kremlin s'était déclaré
d'accord pour que la France, la Yougoslavie et la Pologne
entrassent en qualité de membres fondateurs à la Commission
des Réparations. L'affaire serait en suspens dans les
deux capitales alliées.

J'ai prié mon interlocuteur de préciser si, dans
l'esprit des Soviets, l'admission de la France était liée
à celle des deux (autres) pays, en lui marquant que nous ne
faisions point (d')objections à leur entrée à la Commission,
mais que nous avions un droit supérieur.

à souligner les titres de la Pologne et de la Yougoslavie, me
fait penser que le Kremlin reprendra son acceptation concernant

Le 28 avril Agence REUTER a diffusé une déclaration publiée par la Chancellerie du Premier Ministre de la Grande-Bretagne où il est dit que HIMMLER a présenté une proposition aux termes de laquelle l'Allemagne est prête à capituler sans conditions entre les mains de l'Angleterre et des États-Unis. La déclaration annonce que les Gouvernements d'Angleterre et des États-Unis ont répondu qu'ils n'accepteront de capitulation sans conditions qu'entre les mains de tous les Alliés, y compris l'U.R.S.S. Agence TASS a reçu pleins pouvoirs pour déclarer que cette communication est confirmée par les milieux soviétiques compétents.
