La journée n'a pas apporté de changements substantiels dans la situation. M. EDEN s'est plaint à moi de ce que l'attitude des Russes changeait du matin au soir et du soir à la nuit. Cependant les Quatre continuent de se réunir. Cette situation ne pouvant plus durer, je verrai demain M. STETTINIUS pour le prier fermement qu'il y soit mis fin. Les Anglais ou même les Américains semblent disposés à se faire les protagonistes de notre (1345 unreadable) (1346) question douteuse je m'abriterais naturellement derrière l'absence d'institutions. Mais il faut s'attendre qu'on nous objecte que puisque nous avons ... d'entrer dans la compagnie, on s'attend que nous y disions quelque chose.

Autant que je sois informé des conversations, la question polonaise est toujours au point mort. Lorsqu'on croit avoir écarté une difficulté et franchi une étape, les "détails et leur (1347) application" suscitent de nouvelles difficultés en sorte qu'aucun progrès apparent n'a encore été déterminé dans le concret.

Je tiens à souligner que l'attitude à notre égard de l'Australie, de la Nouvelle-Zélande et de la presque-totalité des Etats latino-américains spécialement le Venezuela, le Pérou, l'Uruguay, l'Haiti et à un moindre degré le Chili, le Mexique, le Brésil et le Nicaragua a été constamment amicale.

Les autorités anglaises et américaines ont accepté la présence d'officiers de marine français dans les ports allemands dans leurs zones respectives, pour y procéder en commun à la démobilisation et au désarmement de la Marine allemande. Je vous serais reconnaissant d'intervenir d'urgence auprès du Gouvernement soviétique afin d'obtenir l'autorisation d'envoyer également des représentants de la Marine française dans les ports allemands occupés par les forces navales russes en Baltique.

I. Situation militaire.

La résistance en Indochine reste sporadique. On confirme la prise de Bountai et de Bouneeua les 21 et 23 avril. La carence américaine et l'impossibilité britannique d'assurer le ravitaillement empêcheront le Général ALESSANDRI d'organiser son réduit. La lutte sur le territoire indochinois paraît à la veille de (3060) (cesser).

II. Situation politique.

La propagande japonaise devient intense et a pris au Laos des proportions telles (que) les habitants commencent à se détacher de nous. Les Indochinois restent indifférents aux manifestations pour l'... . Les condamnés de droit commun libérés par les Japonais se livrent à de nombreux pillages. Les Japonais obligeraient les Français à ... dans les villes de Hanoi, Haiphong, Nam-Dinh, Hue, Tourane, Saigon et Pnom-Penh.

J'apprends (.?N.) que le Ministre d'Allemagne à Copenhague se serait jusqu'à présent tenu à l'écart des pourparlers engagés entre le Comte BERNADOTTE et HIMMLER.

Le Docteur BEST, qui aurait été en contact avec les dirigeants des mouvements de résistance (?M.) aurait de son côté préparé depuis plusieurs semaines la capitulation des troupes allemandes stationnées au Danemark. Il voulait (éviter), en ne participant pas à ces pourparlers, de compromettre les résultats acquis sur le plan (897) danois pour le cas où les négociations de capitulation allemande auraient échoué.

D'une autre source, il m'est également signalé que le Docteur DIETRICH, chef de la presse allemande, aurait été assassiné le 26 avril à Berlin par un déserteur.

CATROUX is convinced that the Russian mind is made up on the subject. He believes also, from what one of his colleagues has said to him, that someone has described PAUL-BONCOUR to the Russians as having strong pro-Vichy sympathies.

Les Gouvernements britannique et américain envisagent de demander aux Gouvernements neutres de mettre fin aux missions diplomatiques allemandes au moment où les Alliés proclameraient la disparition du Gouvernement allemand. Le Gouvernement britannique doit néanmoins laisser aux Américains le soin de prendre l'initiative de ces démarches mais il a autorisé ses représentants à les appuyer. Veuillez également et sans nouvelles instructions de ma part vous associer aux (3043) démarches de cette nature qui auraient été faites par vos collègues américains et britannique. Au cas où, comme il est probable à en juger d'après les premières informations qui me sont parvenues, les Américains entendraient non seulement qu'il soit mis fin aux missions allemandes mais encore qu'il leur soit donné accès aux immeubles diplomatiques et aux archives du Reich, vous demanderez à être autorisé à y accéder avec eux "pour .U. seulement." Au cours d'un entretien avec M. BIDAULT le 1er mai, M. MOLOTOV se référant aux garanties que nous désirions touchant l'automatisme du pacte franco-soviétique, a marqué son désir, en qualité de représentant d'une puissance ayant participé aux discussions de Dumbarton Oaks, de limiter au minimum les modifications à apporter au projet primitif. Il a suggéré dans ces conditions (591) d'ajouter à l'alinéa 2 de la section C du chapitre 8 la disposition suivante: "... excepté les mesures prévues dans les traités déjà conclus et dirigés contre le danger d'une politique d'agression de la part de ces agresseurs dans la guerre (rest unreadable) (592-593 missing) (594) terminé: "Cela dépendra des résultats de la conférence, s'ils sont bons, la ratification sera rapide."

Les indications qui précèdent ont appelé de la part de M. BIDAULT les commentaires suivants: "Le Gouvernement de l'U.R.S.S., qui a pu se rendre compte ici qu'il n'est pas entouré d'une sympathie universelle, est hanté par l'idée d'une coalition anti-soviétique. Je pense qu'il ne sera pas disposé à céder sur la limitation explicite de l'automatisme aux (595) traités conclus contre les puissances de l'Axe. Bien entendu qu'une telle limitation réduise notre liberté théorique de conclure des pactes automatiques en vue d'autres objets que de nous garantir contre l'Allemagne et le Japon, j'estime que nous avons intérêt à accepter la modification qui nous était proposée, étant entendu que le (texte) n'exclura pas du bénéfice de l'automatisme... les traités encore à (596-599 unreadable)
