Le Département d'Etat nous avise qu'à partir 1er décembre approvisionnement en charbon sera la responsabilité de la PEA et non plus des militaires. En conséquence le Département d'Etat nous demande de saisir d'urgence les Combined Boards afin de (6093) préciser le montant et origine d'une allocation de charbon pour territoires nord-africains à compter du 1er décembre. NAJEM aurait été informé directement de la question. Vos instructions précédentes étaient contraires, mais la décision des militaires nous est cette fois donnée comme (définitive). Prise de me faire savoir avec votre accord les tonnages et les qualités que vous désirez mensuellement. Nous vous précisons que les autorités anglo-américaines lui paraissent disposées, afin de (6093) ne pas accroître nos dépenses en dollars, à faire fournir ces charbons par l'Angleterre dans la mesure où les disponibilités anglaises le permettent.
