Ces renseignements sont contrôlés (par le) M. et l'administration du Lend-Lease. Il résulte de ces rapports qu'à ce jour ont été envoyés des États-Unis par la Croix-Rouge américaine en destination de nos prisonniers depuis janvier (6504).

- A) 5 millions de dollars.
- B) 300.000 collections vêtements.
- C) 90.000 colis médicaux.
- D) articles de confort: les trois quartiers de notre commande qui s'élèvera à 2 millions de dollars ont été envoyés.
- E) produits médicaux et instruments chirurgiques: notre commande s'élevant à la somme de $450.000 et destinée aux hôpitaux de base pour prisonniers en Allemagne a été envoyée et est en route pour Marseille.

Sont en instant de départ à Philadelphie: colis de vivres: 2 millions (6505) collections de vêtements: la deuxième tranche de 300.000.

Je vous prie de me faire savoir si M. PATE et DUNNING vous ont vu et sont entrés en relations avec les services de votre Ministre comme ils me l'aident promis.

I. Il a été impossible après l'invasion de faire entrer en Suisse les secours destinés aux prisonniers qui ont été envoyés par la Croix-Rouge américaine sur des bateaux affrétés par elle. Des stocks ont été constitués à Lisbonne, Barcelone et Göteborg. Actuellement les stocks constitués à Lisbonne commencent (6499) à se diriger vers Marseille ainsi que les envois des Etats-Unis. En ce qui concerne les stocks de Göteborg et (ceux) qui avaient été transportés dans ce port par les bateaux MANGALONE, TRAVANOURE et GRIPSBOLM, je vous ai demandé dans mon télégramme 65 d'effectuer des démarches auprès autorités américaines et anglaises à Londres afin que les stocks ci-dessus soient dirigés rapidement vers les camps. À ma connaissance deux wagons (6500) par jour partent de Göteborg et transportent en Allemagne les secours. La cadence de ces envois est très insuffisante. La Croix-Rouge américaine me fait savoir d'autre part que Marseille fonctionne et que les marchandises qu'elle décharge dans ce port sont dirigées à terme de 20 wagons (6501) vers Suisse. On m'a signalé également qu'un certain transport de nos stocks à Barcelone et Lisbonne s'effectuera par camion de Barcelone sur Suisse.

II. Je vous signale que M. PATE directeur de la division des prisonniers de guerre à la Croix-Rouge américaine ainsi que son adjoint M. DURNING sont partis pour Europe afin d'activer les opérations de transport et de distribution. Tous (6502) deux m'ont manifesté l'intention de vous voir, de vous mettre au courant et de solliciter votre appui. Je ne puis connaître les mouvements de nos colis de vivres vêtements etc en Europe que par les renseignements que me fournit verbalement la Croix-Rouge américaine. La présence de MM. PATE et DURNING en Europe est certainement de nature activer les choses et j'espère qu'ils ont établi avec (6503) vous une liaison indispensable. Les seuls renseignements certains que je puisse avoir ici concernent fournitures qui ont été envoyées des Etats-Unis. Ces

INTERNATIONAL Rome mais le Gouvernement américain considère
que les Etats-Unis sont toujours membre de cet INSTITUT.

du Département d'Etat le Gouvernement américain n'envisagerait
pas d'envoyer prochainement un représentant auprès de l'INSTITUT

l'Interim Food and Agriculture Commission constituée à la suite

J'ai fait part hier a l'amiral LARD de votre message. Il disait au cours de notre entretien combien le W S a désirerait nous voir adhérer a l'accord préparé a Londres en juillet. Je me suis référé a ce sujet aux déclarations de M. ANDUZE-FARIS. Il m'a donné d'autre part un nouvel accord de principe sur la (6445) possibilité nous fournir bâtiments et m'a confirmé que l'intention du W S a serait notamment affréter coques nues pour que nous les reversions au Pool en time charter. J'ai fait observer que tout en admettant nécessité d'une activité commune des flottes marchandes alliées nous estimerions probablement que le moment était venu donner une considération spéciale a nos besoins de tonnage maritime considerablement accrus par nos pertes en bateaux marchands et par la (6446) nécessité de ravitaillement métropolitain. J'ai laissé entendre qu'en plus nous pourrions sans doute être a même de diriger nous-méres une partie des bateaux du Pool, cela d'ailleurs en réservant entièrement notre liberté d'appréciation.

Je vous communiquerai aussitôt que regus les documents que le W S A m'adresse. Tiens préciser l'ordre de (grandeur) et la nature de la première tranche de batiments que vous désireriez armer.
