2) L'Amirauté ne voit pas d'objection au voyage du navire à Ouracao après son séjour à Norfolk.

Elle adresse dans ce sens une demande d'autorisation de mouvement à la C.A.A.

3) Les mouvements de "NOIRNOUTIER" (1425) peuvent être indépendants de ceux d'"OUESSANT" aussi bien entre New-York et Aruba qu'entre ce dernier port et Casablanca.

1° Les polices d'assurance maritimes de guerre des marchandises
à importer des E.U. ont été signées par les représentants des trois
territoires d'Afrique du Nord et des ... françaises le 22 juin.
Ces polices couvriront donc les cargaisons de l'ILE D'OUSSANT
et de l'ILE DE NOIRMOUTIER.

2° La répartition des primes sera faite par SEGAL-ALGER au (restant)
de la valeur totale des marchandises attribuées à chacun des trois pays.
Je vous serais obligé (donc) de m'adresser le plus tôt possible
la composition resumée en poids et en valeur ... des cargaisons des deux
navires. Ce relevé qui devra être adressé au plus tard le jour de départ
des bateaux, ne doit porter que sur chaque catégorie des produits
figurant au programme trimestriel précédent de ravitaillement sans qu'il
soit besoin d'indiquer le détail de ce produit.

provenant de l'Algérie).

b) Déchets de liège: sous réserve de l'assentiment
allemand, nous sommes disposés à autoriser l'exportation aux E.U.,
sur les quatre navires suivant l'ALDEBARAN et l'ILE DE RE, de
4,000 tonnes de déchets de liège.

c) Liège mâle marocain: sous la même réserve, 5,000
tonnes de liège mâle marocain pourront également être chargées
sur les navires précités.

II Tatre:- sous la même réserve et compte tenu des
disponibilités actuelles de l'Afrique du Nord, 800 tonnes de tartre
devront être chargées sur les quatre navires précités.

A l'occasion du cinquième anniversaire du début des hostilités le Président ROOSEVELT a adressé un message au général CHIANG-KAI-SHEK lui promettant que "le peuple des E.U. et celui des Nations Unies combattent jusqu'à la victoire aux côtés du peuple chinois pour le rétablissement de la paix, de la justice et de la liberté dans le monde." L'attaché militaire de l'Ambassade de la Chine à Washington, le général CHU, déclare aux journalistes que la situation militaire de son pays devient extrêmement grave. Il a demandé que les Nations Unies attaquent le Japon cette année et ouvrent le second front en Asie et non pas en Europe:- "Si (vous pouviez) battre HITLER cette année nous en (serions contents) mais (nous doutons) que vous (2626) puissiez le faire. Il vaut donc mieux que vous attaquiez d'abord au Japon, le plus faible de vos deux ennemis.

Une note très pessimiste a été donnée par le général FEI, chef de la mission militaire chinoise, qui a fait valoir aux Américains que si le Japon termine cet été la conquête de la Chine "il serait capable ensuite de conduire la guerre contre les E.U. pendant cent ans."
