Le Commissaire aux Prisonniers vient de confier à M. MAROSELLI sénateur, une mission pareille (à celle) que celui-ci vient d'effectuer aux H.U. (au) Canada et en Grande-Bretagne, pour améliorer le sort de nos (5081) prisonniers. Nos prisonniers reçoivent en effet environ un colis par homme et par mois. Le Comité estime indispensable de porter ces envois à deux paquets par mois. Dans ce but il a chargé M. MAROSELLI de prospecter l'Amérique du Sud. Je vous serais obligé d'intervenir auprès des autorités britanniques (5082) afin d'obtenir toutes facilités pour assurer le transport des colis au fur et à mesure de leur confectionnement.

Au cas seulement où nous ne pourrons confectionner ces colis sur place nous chargeons M. MAROSELLI de faire expédier les denrées alimentaires en vrac pour faire confectionner ces paquets au centre de confectionnement des colis que nous venons de (créer) à Casablanca.

Le dossier MICHELSON semble impressionnant. Spécialement consulté ... (L') HOMME et ... PICARD, mais les renseignements recueillis sur L'HOMME sont mauvais.

BRILLOUIN, ancien directeur général de la radio, dit que les (prétentions) MICHELSON concernant (Tanger) sont exacts mais que sa déclaration concernant droits sur construction postes dans les autres colonies lui semble fausse.

BRILLOUIN dit avoir pu retarder signature malgré pression personnelle importante et qu'aucun (916) engagement n'aurait été pris à sa connaissance avant armistice.

BRILLOUIN dit que MICHELSON est un personnage très douteux et a fait ... ... il y a une ... d'années. Il s'agiterait beaucoup à New-York et aurait fait des propositions à plusieurs maison américaines notamment aux établissements PHILIPPE.

Un ... ... actuellement à New-York a dit qu'à son avis MICHELSON faisait valoir l'appui qu'il déclarait recevoir du côté français pour avoir le concours des syndicats américains et l'appui de ces derniers pour renforcer les droits qu'il prétend avoir acceptés des Français.

              <text>Par télégramme no. 7 du 21 janvier, le Département m'a informé qu'étant donné le nombre (global) d'agents il n'a pas été prévu (à l'heure actuelle) d'attaché commercial pour Caracas.

Je regrette vivement cette décision, le poste commercial au Venezuela étant d'une importance qui ne fera que croître dans un avenir prochain, surtout en l'absence de toute Chambre de Commerce française dans ce pays. Les Antilles et la Guyane française, malgré la valeur très élevée de la monnaie du Venezuela, s'adressent de plus en plus à ce pays pour leur approvisionnement. D'autre part, il convient (80) de suivre de très près au Venezuela la politique commerciale des E.U. qui tend à éliminer de ce marché tous les concurrents étrangers. Nous devrons lutter pour reprendre ici après la guerre la place que nous occupions. Elle était en 1939 la quatrième avec 10 millions de bolivars pour les importations françaises dans ce pays.

J'adresse à ce sujet un rapport au Département sur importance économique pour la France du Venezuela.

En conséquence je serais reconnaissant à V.E. vouloir bien envisager à nouveau cette question en examinant la possibilité de donner suite à ma demande d'envoi d'un agent commercial.

II. CHALON estime possible écouler carbones stockés Brazzaville mais demande autorisation consulter experts et vendre ferme (900) prix minime fixé producteurs sans nécessité consultation définitive préalable Londres Alger et colonies.

Si prix offerts inférieurs minimum fixé, suggère autorisies communication directe CHALON Brazzaville pour hâter conclusion affaire. Acheteurs américains déçus par envoi seulement carbones. Je pense intéressant envoyer un lot ... complet pierres industrielles.

(Le ministre d'Angleterre) au Venezuela vient d'être élevé
au rang d'ambassadeur. On dit que le titulaire actuel, M. GAINER,
avec qui j'entretiens les meilleures relations, serait (élevé) sur place
à la dignité d'ambassadeur.

Le personnel diplomatique comprend actuellement neuf agents.
Il sera sans doute augmenté. Ce personnel est composé de: un envoyé
extraordinaire et ministre plénipotentiaire, deux secrétaires de première
classe, un attaché ambassade, un capitaine de ... attaché naval, un
lieutenant-colonel attaché militaire, un chef d'escadre attaché de l'air,
un commandant d'escadre attaché air adjoint et un attaché commercial.

Je crois utile de donner à V.E. une liste du personnel
diplomatique de l'ambassade américain au Venezuela.

Cette ambassade comprend trente-deux agents non compris
bien entendu le personnel archiviste; un ambassadeur, deux conseillers
(un pour les affaires politiques et l'autre pour les affaires
économiques) deux secrétaires de seconde classe, deux secrétaires de
troisième, cinq attachés, un lieutenant-colonel attaché militaire, un
capitaine attaché militaire adjoint, un capitaine de corvette attaché
naval et de l'air, onze officiers de marine et d'air secrétaires
attaché naval, un attaché commercial, trois
secrétaires attaché commercial et un attaché pour les questions agricoles.
