Avant transmettre le message de M. ADNAN CHEIK ELARD à son frère, je crois devoir donner au Département certains renseignements complémentaires sur l'ensemble de la question.

La famille CHEIK ELARD est de tendance germanophile. Pendant la guerre elle a eu des contacts avec les autorités allemandes. ... MUNIR CHEIK ELARD, frère d'ADNAN, a été notamment en (96) relations avec M. VON HUNTIO qu'il avait connu en Allemagne et qui a fait partie en 1941 de la commission allemande armisthe à Beyrouth. NABIR CHEIK ELARD, autre frère ADNAN, a été interné par nous pendant quelque temps en raison de ses tendances germanophiles.

Dans ces conditions et en raison même de l'intérêt qui s'attache à la diffusion intelligente et active des journaux français en Orient, voir mon tél. 14 du 16 octobre, je ne puis m'empêcher de (97) formuler certaines réserves sur Messieurs ADNAN et ADHL CHEIK ELARD, et sur le caractère que prendra leur activité.

En tout état de cause, il ne saurait être question de confier à un Syrien la distribution des journaux français au Liban. Les libraires libanais ne le comprendraient pas. Nous donnerions au grand public l'impression de ne pas tenir compte de la situation spéciale du Liban qui, différemment de la Syrie, se considère comme un (98) pays de langage, de culture et de pensée français. D'ailleurs il convient observer que la situation du marché des journaux a beaucoup évolué ici depuis quatre ans, sans que la métropole ait pu être informée de ces changements. Dans ces conditions il me semble que la meilleure procédure à suivre serait confier au service information de la délégation le soin de servir intermédiaire entre le GNDJP et les distributeurs journaux locaux.

L'UNERA nous demande de désigner un délégué à deux sous-commissions chargées d'examiner les possibilités de paiement de la Tchécoslovaquie et de la Pologne et qui se mettrait également en rapport avec le directeur général pour lui donner son avis au sujet capacité de paiement de l'Italie. Aux termes d'une décision du Ministre de la Guerre à Alger à la date du 18 août 1944 le budget du poste de l'attaché militaire et d'air a été fixé à 1.163.800 francs pour la période allant du 1er juin au 31 décembre 1944. Calculé sur les mêmes bases le budget 40 serait de 1.094.571 francs. L'attaché militaire demande qu'il soit porté à 2.682.640 francs. pour évoquer une fois de plus la question de notre admission à
la Commission Consultative Européenne m'a déclaré dès le début
de notre entretien que le Gouvernement russe venait de donner
son accord aux propositions que les Gouvernements américain et
britannique lui avaient faites (dernièrement) à ce sujet.
Président de la Commission recevra aujourd'hui ou demain pour
instructions d'inviter (6527) Gouvernement français à désigner
un représentant pour participer à tous les travaux de la Commission
concernant les problèmes allemands. Cette formule d'après mon
interlocuteur n'impliquerait pas admission plénière de la France
au sein de la Commission sur un pied d'égalité complète avec les
autres puissances mais elle permettrait de nous associer en fait

Je tiens à savoir d'urgence votre décision au sujet attitude que la mission présidée par M. ERNEST MERCIER devra adopter vis-à-vis Chambre de Commerce française de New York. J'ai fait savoir au Département par mon téléphone 248 du 5 février dernier les raisons pour lesquelles je m'étais refusé à toutes relations officielles ou personnelles avec cette société. Par téléphone 211 du 8 février, M. MASSIOLI avait approuvé cette position. Rien n'est (6468) venu depuis lors en modifier les raisons profondes. M. CARTIER a continué à soutenir les périodiques qui nous sont hostiles (Pour la Victoire, Voici la France de Ce Mois). Son nom et ceux de quelques-uns de ses collaborateurs symbolisent aux yeux de notre colonie la collaboration partisane avec l'ancienne ambassade de M. HENRI HAIE.

Si différentes que soient les conditions en France et ici un minimum d'épuration de cette société française à l'étranger paraît M. ... (6469) la venue de la mission ERNEST MERCIER que M. CARTIER a l'intention de faire recevoir officiellement par association qu'il préside peut nous donner occasion de marquer nettement que nous ne reprendrons de relations normales avec la Chambre de Commerce que lorsque celle-ci aurait exclu ses éléments les plus compromis. Si la mission MERCIER acceptait au contraire d'entrer en rapport avec le bureau de la Chambre de Commerce tel qu'il est actuellement constitué et se rendait à son invitation elle (6470) mettrait cette délégation et notre agence générale à New York devant alternative soit de s'abstenir en soulignant ainsi différence entre elle et nous, soit de renverser sa position M. CARTIER et ses acolytes et serait défavorablement interprété par la plus grande partie de notre colonie.
