I. J'ai demandé (M. entrevue) cet après-midi pour la nomination de notre embassadeur dont après avoir énuméré l'état de service, j'ai signalé la belle conduite depuis 1940. Je ne doute pas que le nom de M. DE HAUTOLOGUE ne soit accueilli avec infremer par le Gouvernement Canada, Gouverneur Général et Sa Majesté le Roi GRANDES VI.
II. Je remercie V.E. des termes élogieux dans lesquels elle veut bien juger de mes activités ici. Je le prie cependant de différer ma nomination à un poste. (827) Depuis la reconnaissance du Gouvernement français par Ottawa, seul le manque de temps m'a empêché de renouveler la demande que j'ai formulée une première (M. fois) après la fusion à Alger, une deuxième après la (véritable) reconnaissance du CPLN à Québec 1943. Je me fonde alors sur l'assurance qu'au moment où je partais pour le Canada en décembre 1942 j'ai reçu de pouvoir rentrer en France pour la fin du printemps 1943 et l'ouverture du second front en France que l'on prévoyait pour cette époque, assurance qui ne faisait que reprendre celle que m'a donnée le Général CATHOLIE au moment où je quittais mon unité à Damas pour entrer dans son Etat-Major à Beyrouth. Je considérerrais) comme grande faveur que V.E. veuille bien souscrire à cette promesse et à titre exceptionnel autorise mon retour à la première division.

Je vous serais obligé de marquer à M. CARCANO que le désir qu'il vous a exprimé de la part de son Gouvernement répond à nos préoccupations et que nous serions heureux de reprendre avec l'Argentine les relations que les circonstances nous ont (1483) contraints d'interrompre.
D'autre part, comme M. CARCANO et vous-même avec (constaté) au cours de votre conversation, les rapports que nous entretenons avec le Gouvernement américain et que nous désirons, pour notre part, maintenir aussi confiants et amicaux que possible, ne nous permettent pas de renouer dès maintenant (1484) des relations diplomatiques normales avec le Gouvernement de Buenos Aires.
Soudieux cependant d'établir en Argentine une représentation officieuse qui nous permettrait d'assurer la défense de nos intérêts, je vous prie de proposer à M. CARCANO l'arrangement suivant: (1485)
I. M. LANCIAL avec lequel le Gouvernement argentin a déjà pris de fréquents contacts, serait considéré provisoirement comme l'agent officieux du Gouvernement français en Argentine.
II. M. BACH, actuellement délégué par M. LANCIAL à Buenos Aires pour la délivrance aux Français des documents habituels de chancellerie serait considéré (1486) par le Gouvernement argentin comme ministre consulaire du Gouvernement Provisoire à Buenos Aires jusqu'à la réouverture de nos consulats.
III. M. BACH serait autorisé à prendre possession de l'immeuble de l'... au nom du Gouvernement Provisoire.
IV. Gouvernement français serait (1487) heureux d'accueillir en France un consul d'Argentine qui serait considéré comme l'agent diplomatique officieux de son Gouvernement, jusqu'à la réouverture des consulats d'Argentine.
