Dans un entretien qu'il avait provoqué le Ministre des Affaires étrangères libanais a exposé à M. OSTRONGO le point de vue de son Gouvernement sur le protocole d'Alexandrie. Palsant état de certaines objections que j'avais formulées dans ma récente conversation avec le Président de la République, M. SELIN TAKLA a déclaré que ce protocole ne comportait aucun engagement (84) pour le Liban d'aligner sa politique extérieure sur celle des autres partis intéressés. M. OSTRONGO a répondu qu'en s'engageant par ce protocole à ne rien conclure avec une puissance étrangère qui pût être contraire aux intérêts des partis (arabes) le Liban subordonnait son action internationale à l'(attitude) des membres de la ligue. Il a indiqué notamment que la position prise par le Gouvernement syrien concernant la conclusion d'un traité (85) avec la France étant résolument hostile alors que le Liban avait réservé sa décision pour l'avenir, on pouvait craindre que la Syrie, ne (voulant) la conclusion (éventuelle) d'un traité (franco)-libanais comme portant atteinte à ses intérêts diminués, n'y ait un jour obstacle du fait du protocole.

M. TAKLA a repoussé énergiquement cette interprétation. Il a tenu à préciser par écrit la doctrine de son Gouvernement dans la formule suivante: (86) En matière de doctrine internationale le Liban n'est nullement engagé à aligner sa politique sur celle des autres partis. Le Liban garde pleine liberté ... du même ... traiter à sa convenance à la seule condition de ne pas faire d'acte nuisible à la ligne ou à (l')assemblée des états qui en font partie.

Sur la base de cette déclaration le Ministre a demandé si les objections que j'avais formées (87) contre le protocole ne seraient point levées. Il a rappelé notamment avec une certaine inquiétude l'opinion que j'avais exprimée sur l'incompatible de ce protocole avec la proclamation du Général OSTRONGO accordant indépendance au Liban. M. OSTRONGO a répondu en précisant que j'avais fait part de ma pensée personnelle au Président de la République sans avoir encore reçu des instructions de mon Gouvernement. (88 unreadable) ......

Bien que les communications télégraphies par moi depuis cette date aient fourni par avance au Département la réponse aux questions qui me sont posées, je reprends ces indications en les résumant pour plus de précision.
I. Protocole d'Alexandrie. On texte n'a pas été soumis à l'examen ni à la ratiflcation des parlements libanais et syrien et ne le sera

(115) Damas ... se constituer au sein du parlement, ... opposition libanaise se grouper en dehors.

Propagande devient plus active et (touche) nombreux éléments de l'opinion. Les services suivent attentivement (les mêmes tactiques).

A Damas comme Beyrouth, le ... (travaille donc) pour nous. D'accord avec vous sur l'intérêt que peut présenter une négociation dilatoire, je ne puis encore me prononcer quant à (prolongation) de la procédure. On peut (116) craindre en effet que les dirigeants syriens n'en profitent pour pousser à fond la question de l'(armée), bien décidés à ne rien conclure avant d'avoir obtenu satisfaction sur ce point. Or, une fois l'entretien repris, nous pourrons (tout au plus) empêcher que les pressions britanniques s'exercent ... (sur ce point) par (Damas) et par le General SPRAAG sans que rien nous soit accordé (117) en échange. Il faut de toute évidence éviter ce marché de dupes ... c'est la raison pourquoi je n'ai montré jusqu'à ce jour aucun empressement à reprendre contact. Sur la demande instante de DYREL HARDAN, je viens d'arriver à Damas où je dois avoir aujourd'hui un premier échange de vues avec Gouvernement.

pas d'ici quelque temps. La réaction assez vive de l'opinion publique libanaise que je m'efforce de diriger et de soutenir, oblige le Gouvernement RIAD SOHL à la prudence.

### II. Situation politique.

En Syrie la crise gouvernementale a relevé l'existence d'une sérieuse opposition. Le nouveau cabinet est marqué par la faiblesse. L'élection de DJABRI à la présidence de la (112) Chambre n'a été obtenue qu'au prix d'un grand effort pécuniaire. Cette situation instable ne permet pas aux nouveaux dirigeants adopter à notre égard une attitude de combat. Je m'efforcerai d'en prendre avantage pour gagner du temps ou même pour rechercher le principe d'une solution qui sera acceptable pour nous.

Au Liban la disgrace éclatante de NANAS PACHA et la (115) chute de DJABRI ont certainement affaibli la position personnelle de RIAD SOHL. Il cherche à la consolider par un remaniement ministériel. Ce n'est là qu'un palliatif. Mais la chute éventuelle du Ministère à Regrouh devant entraîner, comme (suite), une dissolution de la Chambre et même, par la suite, une crise présidentielle, le Parlement, RIAD SOHL et HECHARA KOURT ont partie étroitement liée. Le Général SPEARS veille au maintien de leur complicité, la corruption, l'absence de sentiment national et l'impopularité des dirigeants actuels étant pour lui le meilleur gage de leur fidélité.
