En écartant les ministres libéraux ainsi que tous les ministres qui ont été exclus du parti radical, le Président de la République semble avoir apaisé dans une certaine mesure les partis de gauche.

Par dernière valise nous vous avons envoyé situation complète de nos réquisitions textiles. Pour les cotonnades en pièces 28.400.000 yards étaient contractés à la date du 24 septembre. Depuis cette date 1.003.200.000 yards ont fait l'objet de contrats. 600.000 yards sur deuxième semestre 1943 et 1.003.000.000 yards sur programme 1944 seront expédiés en parade 58. Avons communiqué tous ces renseignements au cours d'un entretien au (6096) PEA auquel participaient représentants anglais. Avons insisté sur nécessité que service U. de la Treasury Department Division fasse pression sur les fabricants afin que les termes de livraison soient observés. La grosse partie des contrats passés étant prévue pour livraison au cours de ce trimestre, nous ferons impossible pour assurer maximum expédition d'ici fin de l'année. Au vu de nos informations qui reposaient sur documents officiels PEA envoie rapport à NAJEM pour les informer de la situation.

Malgré difficultés créées par le transfert des services du Gouvernement d'Alger à Paris, les autorités françaises sont maintenant à même d'entamer (19) avec celles des États-Unis les conversations bilatérales sur aviation civile dont elles n'avaient pu à l'époque qu'accepter le principe. Il a été entendu avec les (services) que ces conversations seraient menées sous votre autorité ou, si vous le décidez, sous celle de M. NEAUX, qui (20) semble être celui de vos collaborateurs le mieux qualifié (21) (22) (23) (24), et qui sera assisté de quatre experts nommés par M. TILLON. Intérêt de ces entretiens n'apparaissant clairement que s'ils avaient lieu avant conférence du 1er novembre, les experts seront prêts à quitter Londres à partir du 5 octobre. Les paroles prononcées par M. CHURCHILL au sujet de la Chine dans son discours du 28 septembre à la Chambre des Commerciaux ont causé ici une vive irritation. Le Chef du Gouvernement britannique ayant parlé des "graves revers que ce pays a sucis malgré l'aide qui lui a été prodiguée par l'Amérique", la presse de Tohoung-king a relevé avec (indignation) l'injustice et l'inexactitude de cette déclaration. M. K.C. (WU), questionné à la conférence de presse du 4 octobre par un correspondant étranger, a répondu qu'aucune représentation n'avait été faite à ce propos à Londres.

Si cette information est exacte, r'appuiera la thèze de la liberté de la concurrence internationale en cette matière et s'opposera aux projets britanniques de création d'une autorité internationale dont l'autorisation serait nécessaire préalablement à l'ouverture de toute ligne aérienne internationale sur les grands itinéraires.

.... mesures indirectes prises contre l'Allemagne par les Suédois (mon tél. no 366) n'ont pas encore satisfait les Allies qui désirent amener une rupture complète des relations germanosuédoises. Toutefois les Russes s'associent très mollement à pression anglo-américaine.

Le très haut fonctionnaire de qui je tiens ces informations estime que les Soviets seraient contents de voir se créer une tension entre la Suède et les Allies qui pourrait entraîner boycottage du commerce suédois ......... Moscou y trouverait le double avantage d'obtenir à bon compte et sans concurrence sérieuse marchandises suédoises et incite le Gouvernement suédois à se rapprocher de la Russie.
