II. Voici texte communiqué qui sera publié à ce sujet au Canada. Il a été entendu que, sauf objection votre part, communiqué sera remis samedi soir aux agences pour publication lundi 12 à partir de zéro heure:

(857) Premier Ministre EING a annoncé aujourd'hui que le Général de division G. F. VANIER DSO MC a été nommé ambassadeur du Canada auprès du Gouvernement Provisoire Français. M. EING dit qu'un accord était intervenu entre les deux Gouvernements élevant au rang ambassade les légations du Canada à Paris et de France à Ottawa. Le Général VANIER présentera prochainement au Président Gouvernement Provisoire Général DE GAULLE les lettres (1) accréditant comme ambassadeur. (858) Le Premier Ministre a dit qu'il croyait savoir qu'autorités françaises allaient annoncer incessamment nomination premier ambassadeur de France au Canada. Celui-ci pouvait être assuré de recevoir chaleureux accueil en ce pays.

Sans méconnaître la valeur des raisons pour lesquelles l'Itamaraty entend conformer son attitude à celle du Département d'Etat j'attacherais du prix à ce que vous fissiez observer aux autorités brésiliennes que si les Etats-Unis n'étant pas membre de la Société des Nations n'ont pas cru devoir faire allusion fût-ce indirecte à la charte du mandat (1615) à laquelle ils ne sont pas partie le Brésil est en droit strict tenu par cet acte. Une reconnaissance inconditionnelle de sa part de l'indépendance des états du Levant serait donc un manquement aux engagements qu'il a assumés précédemment.

Il nous serait agréable en tout état de cause que le Gouvernement brésilien en vous faisant part de sa décision à l'égard des états se référaft aux proclamations du Général CATHOUX.

M. MURPHY (dans) l'entretien que j'ai eu avec lui ce matin, m'a entretenu de l'impression créée au Département d'Etat par l'amélioration envisagée de nos rapports avec le Gouvernement argentin. Il m'a demandé si l'on était exactement renseigné à Paris sur ... et l'étroitesse des relations idéologiques et politiques qui existent entre le régime FARRELL et l'Allemagne et sur le concours ... prêté dès maintenant par des agents du (Gouvernement allemand) (5629) au Gouvernement argentin pour accroître son potentiel militaire et pour développer ses moyens d'action et de propagande dans les différents pays de l'Amérique latine.

Département d'Etat voit dans cette collaboration un grand danger pour la sécurité panaméricaine après la guerre. Tout ce qui tend à fortifier le fascisme argentin lui cause à ce sujet les plus graves préoccupations. Il désirerait voir France user de son immense prestige en Argentine pour fortifier par son abstention (6630) l'opposition du peuple argentin au régime FARRELL, plutôt que de permettre à ce dernier d'invoquer à son avantage la (sanction) indirecte que notre reconnaissance officieuse lui fournirait.

J'ai naturellement fait entendre à M. DUNN les mêmes explications que j'ai exposées hier à MM. ARMONE et MATTHEWS. Je ne crois pas malheureusement qu'elles aient sensiblement affaibli l'impression (créée) par notre décision.
