Je me réfère à ma lettre 1005 du 20 octobre.

Les divergentes vues existant entre le haut personnel de la légation d'Angleterre se rencontrent également à la 14e, 21e, des États-Unis. Le ministre dont l'hostilité a notre égard est publié demande le rappel de son premier collaborateur M. GORDON qui depuis six ans (1956) s'est acquis à Sernouck la sympathie de tous et qui n'a pas hésité à prendre ouvertement parti pour nous désarmer de nos plus graves difficultés. M. GORDON a été de ce fait déconcé par M. WANGMOUTH en Département d'État qui a décidé de l'envoyer à Salonique en qualité de consul général.

Surnonné n'ignore ici les raisons du (1966/bis) rappel de M. GORDON.

Je serais heureux que le Gouvernement français voulait bien accorder en témoignage d'estime la croix d'Italie de la Légion d'Honneur à ce diplomate américain que le Général DE GAUZEL a eu l'occasion de voir et dont il a apprécié les sentiments.

L'opinion américaine n'apercevra et comprendra point, nous risquons de mécontenter le Gouvernement et peuple américain dans un domaine qui les tousne de beaucoup plus près que nous et qui représente à présent pour eux une source de graves préoccupations.

Je n'ai (6617) rien négligé pour faire comprendre à mes interlocuteurs les raisons et la portée réelle de votre décision. Ils ne les méconnaissent point, mais persistent à penser que le souci de ne pas nous désolidariser de la position américaine et anglaise à l'égard du régime pro-fasciste et anti-allié du Général FARDELL et ne pas (aider) indirectement ce dernier, aurait dû l'emporter sur les motifs que je lui ai fait valoir. Ils considèrent en même temps que notre attitude contredit les assurances qui auraient été données, il y a environ six semaines, à M. CHAPIN (6618) et aux termes desquelles nous n'envisagerions l'établissement d'aucun rapport même officieux avec le Gouvernement argentin.

Ils nous reprochent de revenir sur ces promesses et de les placer devant le fait accompli sans être auparavant entrés en consultation avec le Gouvernement américain. La (violence) de cette réaction sera sans doute plus marquée encore chez M. CORDELL HULL et à la Maison Blanche (et cela) ne me surprend pas. Mon télé-mazus 209 du 5 octobre pouvait la laisser prévoir. L'affaire argentine est actuellement au premier plan (6619) des préoccupations américaines. Elle met en cause toute sa politique de "bon voisinage" patiemment édifiée depuis 12 ans. Elle pose un problème dont les développements peuvent influer bien au-delà de la fin de la guerre, sur l'équilibre politique de ce continent. Toute initiative étrangère et surtout française qui entrave même indirectement les efforts du Gouvernement américain pour isoler l'Argentine, affaiblit le régime MARHELL (et) encourage les forces d'opposition démocratiques ne peut qu'allever les plus vives susceptibilités (6620) de sa part. Il est de mon devoir de vous le signaler.

Puisque l'affaire se trouve aujourd'hui trop engagée pour que nous puissions la laisser s'étendre ou la faire traîner, il importe du moins d'obtenir du Gouvernement argentin l'assurance qu'il n'exploitera pas publiquement notre poste et que ni la reconnaissance de M. LANCIAL dans sa nouvelle qualité, ni la prise de possession de l'ambassade par M. BACH ne (6621) seront présentées par lui comme traduisant un préjugé favorable de notre part à son égard. C'est l'exploitation que le Gouvernement argentin fera de notre décision qui préoccupe surtout le département d'Etat. M. MORRAN ARROUR m'a même demandé avec une certaine insistance si j'étais sûr que M. LANCIAL apporterait toute la discrétion nécessaire dans l'inauguration de l'exercice dans sa nouvelle phase. Je l'ai naturellement rassuré de mon mieux.
