TRANSPAATIO n'a pas de bureau a Montevideo. Elle a un agent qui transtaat t616grammes au bureau de Guenos-Aires. Le Gouvernement argentin ayant interdit toute tranmission de telogrammes chiffres par radio, la compagnie ci-dessus mentionne doit foro6ment traiter avec les compagnies travailant par (c6ble) pour retransmission. Il est préférable donc a tous les points de vue de traiter directement avec ces dernières qui ont des lignes de (c6ble) Montevideo-Nov-York ou Londres-Paris, ce qui (est) plus secret que la radio. Nous (634) recevons maintenant vos t616grammes par la station de l'Etat Uruguay. Ce qui indique qu'ils sont retransmis par radio depuis Londres a Montevideo. Or, la radio ne travaille que par intermittence, ce qui occasionne des retards par fois importants, et les perturbations atmosphériques font que pas un telograme ne nous parviunt de manière correcte et que les erreurs qui s'en suivant occasionnent un surcroft de travail du déchiffrement.

## Circulaire 10.

Je me réfère aux circulaires 25, 42 et 44. En raison des dangers que font courir à la sécurité du pays, les décomposants sont les plus importants dans le plan de la France, il a été jugé indispensable de renforcer la surveillance des frontières et d'instituer à titre provisoire une nouvelle réglementation.

Nous réserve dérogations prévues au paragraphe II ci-après, aucun (1922) étranger ni aucun français, détenteur de passeport ordinaire, ne peut désormais entrer en France si le voyage n'est pas justifié par intérêt national.

En conséquence, et en règle générale, cet air visé français est subordonné à l'obtention, (par la) personne désirant entrer sur notre territoire, d'un ordre mission (pour nos ressortissants) ou d'une autorisation ministérielle (pour les étrangers). Toute personne désirant (1925) se rendre en France devra donc:

a) adresser soit par ses seuls moyens soit par votre intermédiaire une demande d'ordre mission ou autorisation ministérielle ou Département français compétent pour l'accord, compte tenu du caractère du voyage envisagé.

b) me transmettre par votre intermédiaire une demande visée (dans la forme habituelle) contre les organismes verts et deux roues. Dans les cas urgents cette (1924) demande pourra être faite télégraphiquement. La transmission de cette demande ne devra être effectuée que si vous avez des raisons de penser ordre mission ou l'autorisation ministérielle sera accordée, et après consultation des représentants sécurité militaire française depuis, s'il en existe.

Ordre mission ou l'autorisation ministérielle accordé, sera déposé au secrétariat général du Gouvernement à Paris ou l'intéressé, après son arrivée en France, pourra le retirer.

Vous serez avisé par mes soins de l'obtention ou (1925) du refus de l'ordre mission ou autorisation ministérielle. Dans le premier cas nous enverrons s'il y a lieu accord visé. Dans
