He asks how he is to counteract the bad impression this occurrence has made upon the War Department, the War Shipping Administration and the State Department, as well as on the British authorities.

L'Empereur avec qui j'ai eu deux nouveaux entretiens cette semaine à la légation d'Angleterre et au palais m'a confirmé son désir d'aboutir rapidement à une solution amicale de nos différends. J'ai saisi cette occasion pour lui faire observer que la commission ne me paraissait pas suffisamment informée des vœux du souverain puisque je venais précisément de rencontrer de nouvelles difficultés auprès du Ministre des Affaires étrangères qui, quelques instants auparavant, venait de soulever des objections quant à la procédure envisagée pour le règlement de la question des frontières.

J'ai précisé une fois de plus (191) les modalités ... qui auraient l'avantage de résoudre définitivement le problème au lieu d'en confier la partie la plus délicate (.... réciproque) à une commission ... dont la compétence limitée aurait pour effet de faire rebondir la question et d'exiger ultérieurement de nouvelles négociations. J'ai rappelé ... les hypothèses qui pesaient sur (courbe) et sur une section de la route Assab-Dessie, et j'ai insisté sur les inconvénients du projet (192) de naturalisation d'AFAREU, que certains membres de la commission semblaient vouloir reprendre sous une nouvelle forme. L'Empereur ... a ce sujet entièrement d'accord avec moi, a renouvelé sa promesse de donner les instructions nécessaires, en m'assurant qu'il donnerait d'ailleurs preuve de son amitié pour la France.

Nos travaux se trouvant pratiquement suspendus, le capitaine DEMEXE n'étant (pas encore) revenu et la commission désirant (consulter) l'Italie avant de formuler des ... de ... (,) on est porté à ce demander (193) s'il ne s'agit pas d'un prétexte et si les Ethiopiens n'attendent pas en réalité l'issue de la crise de leurs négociations avec les Anglais(.) La délégation britannique leur ayant fait savoir le 31 octobre qu'elle avait atteint la limite de ses concessions, le Gouvernement impérial aurait promis une réponse pour le 3 novembre. Le décès survenu hier d'un petit-fils de l'Empereur a motivé un nouveau délai.

depuis quelques jous la position du Gouvernemont syrien est maintenant nettement définie.

I Ce Gouvernement considère que les circonstances actuelles se prôtent (mal) a une négociation d'ensemble avec la France et refuse de s'y engager.
(170) II Il réclame avec insistance que la négociation concernant le transfert des troupes (dont il est question) soit reprise au point où elle aurait abouti (au mois de juin dernier).

**1** Les Combined Boards se sont refusés jusqu'ici à établir une liste des produits sous allocation. Ils viennent de décider d'établir une telle liste mais celle-ci n'est pas encore prête.

Dans l'intervalle, ils feront connaître, après réception de nos programmes, quels sont les produits figurant dans ces programmes que nous pourrions acheter librement sans avoir besoin d'allocations jusqu'à concurrence des chiffres indiqués (6708) par nous.

**II** En ce qui concerne la tranche de notre programme de commandes urgentes contenue dans vos 11 et 13, nous vous faisons connaître quels sont les produits libres dans le cadre du programme M. par notre METRO-P 109 du 4 courant.

**III** Aussi longtemps que la liste des produits sous allocation n'a pas été établie, il n'existe pas un autre moyen, pour nous, de savoir ce que nous pourrions (6710) acheter sans allocation que de (soumettre) nos programmes aux Combined Boards.

Cela vaut aussi bien pour les achats que vous comptez faire aux Etats-Unis que pour ceux aujoulés vous voulez procéder dans d'autres pays.

Vous soulignons que les autorisations d'achats libres qui nous sont alors données ne valent que jusqu'à concurrence des quantités portées dans nos programmes.
