Depuis quelques semaines il a été procédé dans le Proche-Orient à des achats massifs de fournitures diverses en vue du ravitaillement de la métropole. Ces opérations, engagées notamment par les services de l'aviation, n'ont pas toujours été faites avec le discernement et la correction nécessaires. Je me réserve d'en entretenir le Département par lettre séparée. Des prix très supérieurs à ceux du marché (228) ont été acceptés. De ce fait on nous rend aujourd'hui responsables de la hausse considérable des prix survenus depuis quelque temps et à laquelle les achats précités ont pu contribuer en quelque mesure. Le Gouvernement libanais m'a saisi d'une protestation et la presse sprienne s'est emparée de l'affaire sans qu'il nous soit possible de démentir. L'incident pouvant avoir, sur le plan de notre politique générale au Levant, des conséquences graves, (227) j'ai convoqué le général commandant supérieur, les officiers commandants la marine et l'aviation au Levant en présence du contrôleur général SOURRUO-ROUET, chef du service financier de l'armée, en les invitant à arrêter tous achats. J'ai en même temps fait connaître au Gouvernement libanais qu'au reçu des instructions que je sollicitais de votre part, notre délégation prendrait contact avec lui pour qu'(228) achats en faveur du ravitaillement français soient effectués d'accord avec le Gouvernement libanais et compte tenu des capabilités du marché local.

Toute cette affaire est fâcheuse et je ne puis encore en apprécier la portée possible. À un moment où les positions françaises sont menacées de plus en plus, il est regrettable que nous donnions des arguments à nos adversaires sur un plan où les autorités françaises devraient être au-dessus de toute atteinte et de tout soupçon. C'est pourquoi je demande instamment au Département intervenir pour que des (229) ordres catégoriques soient donnés aux divers services intéressés et pour qu'aucune opération ne puisse s'effectuer au Levant sans mon accord préalable.

**Circulaire no 10.**

Service d'information et de presse du Département étant maintenant constitué, est (décidé) envoyé désormais personnellement et confidentiellement un commentaire sur plus importantes décisions du Gouvernement, qui complétera les indications transmises par le Ministre Information.

Deux événements survenus cette semaine peuvent provoquer (2544) des commentaires contradictoires à l'étranger; le désarmement des milices patriotes et l'émission de l'emprunt perpétuel.

Il convient que vous sachiez que le désarmement des milices a été bien accueilli par la grande partie de l'opinion. Tout en réagissant par une campagne de presse et par (romours) le parti communiste (2545) (ne s'est pas) engagé à fond. La décision, prise à l'unanimité en séance extraordinaire, était rendue nécessaire par la persistance de groupes armés n'appartenant ni à l'armée ni à la police et dont le maintien aurait pu constituer un danger pour la paix publique et le libre jeu des institutions républicaines.

En ce qui concerne (2546) l'emprunt, il a été nécessité par le besoin de mettre fin à l'inquiétude que soulevait, notamment, l'expérience belge. Ces inquiétudes ont provoqué non seulement une fuite devant le billet, mais aussi une paralysie économique presque complète dans l'attente de mesures sévères que beaucoup redoutaient. L'emprunt est en quelque sorte une mesure transitoire, qui, tout en permettant (2547) déjà de résorber une partie de l'excès de la circulation fiduciaire rétablit un clincus confiance sans préjuger, ainsi qu'il est affirmé dans le communiqué de la séance extraordinaire et dans la déclaration du Ministre des Finances, du droit (du) Gouvernement d'user d'autres méthodes.

Une partie de la presse a paru s'y tromper; cette mesure n'implique nullement qu'ont ait renoncé (2548) à prendre des mesures d'un ordre (.M.?), ni que les profits illicites puissent être clandestinement mis à l'abri. Au contraire la sous-scription à l'emprunt constituera un moyen les déceler. Etant donné que cette mesure devait intervenir au plus tôt pour être efficace, il n'a pas été possible d'attendre, pour la prendre, la réunion de l'assemblée consultative.
