J'ai reçu votre téléphone 1501 au sujet d'une auprès du Ministère des prisonniers et réfugiés des comités américains des Quakers et du Joint Distribution Committee. Il me paraît indispensable de centraliser autant que possible tous nos rapports avec les comités américains, et en particulier d'éviter toute possibilité que ceux-ci reçoivent du Gouvernement français des demandes concurrentes. Il (faudrait) un effort constant de plusieurs mois pour faire connaître et comprendre ici le statut conféré à l'Entr'aide française et à la Croix-Rouge par le Gouvernement français, et leur rôle d'interprète et de (6807) liaison dans tout ce qui touche aux secours à la France venant de l'étranger. Les difficultés d'achat, d'expédition, les objections soulevées par l'organisation de contrôle rendent encore indispensable une collaboration étroite des demandes françaises permettant de ne (6808) fournir à ces comités que des indications authentiques et correspondantes. Dans ces conditions je tiens à ce que tous les rapports des comités de secours américains continuent à être centralisés dans l'Entr'aide. Celle-ci pourrait organiser une section spéciale pour les questions touchant aux réfugiés et prisonniers sous votre direction. Il serait également préférable qu'aux Etats-Unis le bureau technique des Oeuvres assure la liaison d'accord avec votre représentant.
