I Le Combined Raw Materials Board vient de nous accorder les allocations demandées pour les produits suivants et pour les quantités figurant à notre programme de commandes d'urgence (vos IMPAR FRANC 11, 13 et 14): cadmium, plomb, étain, nickel, platine, diamante, etc. Le Combined Raw Materials Board nous indique que ces quantités doivent être achetées en Angleterre.

II Le Combined Raw Materials Board a reçu des informations suivant lesquelles le cyanure de sodium pourrait être produit en France. Au cas où cette production ne serait pas possible, nous obtiendrons les quantités demandées en Angleterre (voir mon télégramme P 132 du 13 novembre).

III En ce qui concerne le sulfate de nicotine, nous sommes informés simultanément qu'il ne figure pas sur la (6831) Reserve Formality List (voir mon télégramme P 136 du 13 novembre) et qu'aucune quantité n'est disponible en aucun point du monde. Le Combined Raw Materials Board nous invite à considérer les substituts possibles.

I Il apparaît que lorsque chaque colonie aura établi son programme annuel approvisionnement, les comités tripartites ... Londres fourniront les sources de ravitaillement. Réseaux d'accord sur cette procédure? N'envisagez-vous pas de prendre cette décision à Paris (6838) après étude par Colonies, Finances et Affaires étrangères?

II Pour nos discussions avec Administration américaine il me paraît nécessaire que connaissions les conditions d'évaluation de chaque programme et en particulier les quotas à réaliser dans chacun, les sources de ravitaillement déterminées, y compris (6839) France.

III Dans cet ordre d'idées il serait utile que chaque colonie nous adresse périodiquement le relevé par source ravitaillement, licences accordées pour marchandises, "shorts". M. I Vous indique à propos de l'envoi d'une mission
en Roumanie qu'il y aurait intérêt à constituer à Moscou
un volant de personnel pouvant être dirigé sur les capitales
d'Europe orientale et oalkanique. Nous éviterions ainsi
