Il convient rappeler aux diverses administrations intéressées que la délégation est seule qualifiée pour traiter avec le Département d'Etat toutes les questions de visas. Département d'Etat ignore (tout autre) système et nous réfère toutes les démarches faites à ce sujet auprès de lui par les autres missions. Tous les visas demandés par MONNET sont demandés par la délégation avec le maximum de diligence. Quant aux priorités de passage, je rappelle une fois de plus (mon télégramme 364e du 13 novembre) qu'elles sont du ressort unique des autorités militaires américaines du point de départ et qu'aussi bien le War Department que le Département d'Etat se refuse désormais à instruire les demandes dont nous les saisissons pour des personnes venant de France.

DIPLOPHANCE reports that the amounts of fats and oils which will be needed by France in 1945 have been decided on, and that an expert is to present them to the Combined Food Board. Three conditions for the pooling of French colonial resources in these products should be established: that French needs be considered on the same basis as those of other allies; that any colonial products sent to other allies be paid for in dollars, that the French can buy their supply elsewhere; and that certain quantities of various types of these products be sent to France from the colonies in December and January.

Je me réfère à mon télégramme Diplo no $78^{\text {x }}$ du 9 novembre.

L'opinion publique proteste avec violence contre la hausse des prix. Des manifestations s'organisent qui risquent de compromettre la situation gouvernementale. Pour y répondre RIAJ SOHL engage une campagne de propagande en vue de jeter sur les autorités françaises et notamment sur armée la responsabilité de la vie chère. Des religieux musulmans ont été invités à faire des discours dans ce sens qui trouvent facilement crédit auprès des masses populaires (255) de Sasta.

Il est regrettable que les faits signalés dans mon télégramme précité fournissent aux Libanais des arguments valables. Hier les autorités publiques locales ont apposé leurs scellés sur des entrepôts loués en ville par le maitreouvrier (OR)SONI adjudicataire des services de l'intendance de l'air. L'intéressé se trouve déjà mis en cause par les autorités britanniques pour une (256) affaire de transit frauduleux à la frontière palestinienne.

Certaines mesures ont été prises par mes soins pour éviter toutes compromissions et rompre tout lien entre les autorités françaises et des intermédiaires suspects.

Je vous serais reconnaissant de me faire connaître l'opinion du Gouvernement sur l'ensemble de cette affaire.
