Le Gouvernement impérial prétendra certainement que le ...gouma au ... route Assab-Dessié se trouve dans territoire éthiopien. Région mal définie parce que lao Ally n'y figure pas sur toutes les cartes notamment sur carte anglaise, est en réalité un marécage rapidement desséché après la saison des pluies. Reconnaissance à Erlienne du 5 novembre indique (quelques) mares subsistent seulement. À la séance du 9 novembre la commission éthiopienne a d'ailleurs soutenu que notre frontière ne coupait (217) en aucun point la route Assab-Dessié.
Notre protestation en ce qui concerne occupation poste ... aura donc surtout pour objet de réserver nos droits.
J'attends toujours (réponse) Gouvernement éthiopien qui multiplie prétextes à retarder. Grise négociations britanniques n'est pas encore résolue. Lord DE LA WARR maintient contact avec l'Emprreur et suspend son projet de départ (mon tél. no 106) mais conversations avec délégation éthiopienne n'ont pas repris.
Dans ces conditions on appréciera le ton optimiste de la note dont (6 groups unreadable) que la phrase par laquelle auteur annonce que les négociations franco-éthiopiennes "ont à peine commencé."

Un complot vient d'être découvert au Venezuela tendant à renverser par un coup d'état le Gouvernement du Général MEDINA.
Des éléments militaires seraient compromis et de nombreux arrêts ont été déjà opérés. Les casernes sont consignées. Cependant le secret le plus absolu est gardé sur cette tentative insurrection qui a avorté. Journaux ont été invités à n'y faire aucune allusion. Mais j'ai pu obtenir sur cette affaire les renseignements suivants.
Pendant une cérémonie qui (368) devait avoir lieu à la caserne URBANETA à Caracas et au cours de laquelle le Président de la République MEDINA devait remettre des brevets, celui-ci ainsi que le Colonel MORAN Ministre de la Guerre devaient être arrêtés par les éléments dissidents. Après quoi un soulèvement général se serait produit dans toutes les casernes du Venezuela tandis que le palais présidentiel et les Ministères auraient été pris d'assaut. Une indiscrétion aurait fait échouer l'insurrection aurait fait échouer l'insurrection avant (366) même qu'elle ne se produisît.
Ce complot aurait été préparé par les éléments militaires mécontents de l'administration actuelle et vraisemblablement appuyé par des éléments de Droite.
Il est certain que le mécontentement grandit au Venezuela. Il est d'autant plus facile de l'entretenir que la misère est grande dans les classes moyennes et ouvrières; la liberté de la vie n'a cessé d'empirer dans des proportions inquiétantes depuis l'envoi de ces télégrammes nos 97, 155 et 169 (voir aussi (367) mes rapports à ce sujet).
Pour donner satisfaction aux masses populaires le parti du Président MEDINA a depuis quelques mois évolué vers la Gauche. C'est ainsi qu'il a conclu une alliance avec l'Union Populaire (coalition démocratique) et grâce à cet accord il a pu triompher aux dernières élections municipales (voir mon tél. 220XXX du 19 octobre et 7XXXX du 27 octobre, ainsi

Par un message adressé au Ministre de la Guerre et rendu public hier par la voie de la presse, le Président de la République félicite les officiers, sous-officiers et soldats qui ont refusé de s'associer au mouvement insurrection qui a été tenté la semaine dernière. Deux casernes de la garnison ont essayé de se soulever et les désordres ont été aussitôt (370) réprimés. Le général MEDINA annonce que la tranquillité est absolue dans tout le pays et que les coupables ont été punis.
Mes informations étaient exactes. Il semble que la rébellion ait échoué pour avoir été partielle et déclenchée prématurément.
Les partis politiques fidèles au Président lui ont adressé ce matin des motions de confiance.
