Je me réfère à votre télégramme 5075 et aux télégrammes nos 90 et 91 d'Addis-Abeba, communiqués le 10 de ce mois.

Je vous fais part ci-après des instructions que j'adresse à M. DE BLESSON en ce qui concerne le langage qu'il doit tenir à Lord DE LA WARR.

Veuillez intervenir d'urgence (2531) dans le même sens auprès du Foreign Office.

**Pour les deux:** je me réfère à votre télégramme 105 et à votre dépêche 53.

J'estime avec le Ministre des Colonies que les termes dans lesquels sont rédigés les projets d'échange de lettres entre le Gouvernement éthiopien et Lord DE LA WARR d'une part (2532 missing) (2533) partie en cause demeure équivoque. Elle risque d'être interprétée par les éthiopiens d'une manière tendancieuse et défavorable à notre thèse et elle ne peut que les inciter à garder la haute main sur le chemin de fer tant que la compagnie et la colonie de la côte française des Somalis ne leur auront pas accordé des avantages substantiels.

Il importe que ces textes (2534) mentionnent expressément que la compagnie sera (alors) rétablie dans tous les droits qu'elle tient des actes de concession(s) et qu'elle reprendra l'exploitation de la section éthiopienne, aussitôt qu'en vertu du nouvel accord anglo-éthiopien l'administration militaire britannique aura pris fin.

Si à l'expiration (2535) du délai fixé les modalités selon lesquelles la compagnie reprendra son exploitation n'étaient pas déterminées d'un commun accord entre celle-ci et les autorités éthiopiennes (c'est) entre les mains de la compagnie française que l'administration militaire britannique devrait remettre le chemin de fer. Si cette (2536) solution ne peut être obtenue nous admettrions (dans tous les cas) que le chemin de fer demeurait

He thinks that the appointment of MACMILLAN in place of General MACFARLANE will result in a strengthening of the Commission and that MACMILLAN's political influence will be felt. He points out also that the change emphasizes the preponderant influence of Great Britain in Italian affairs. This he approves of, because he does not trust United States policy in regard to either French or Italian interests.

Ministre suisse m'a dit qu'il avait été interrogé par diverses personnes sur la possibilité d'envoyer des fohds en France à des parents ou amis dans le but de leur venir en aide. Il a fait une démarche à ce sujet auprès des affaires étrangères. La réponse a été qu'on était disposé à envisager une dérogation à ce sujet du décret d'interruption des relations entre la France et Argentine, a condition cependant que le Gouvernement français en exprime le désir. M. CUTTAT, dont la mère est française, m'a dit qu'il lui était difficile n'étant que gérant provisoire des intérêts français de faire intervenir auprès de vous le Département politique dans cette affaire et qu'il préférerait me laisser le soin de porter la question à votre connaissance.
