Il a été remplacé (6939) par NOUREDIN KANALE actuellement Chicago. Le Département d'Etat dit n'avoir aucune indication que ce dernier eût reçu une mission étrangère à Conférence Aéronautique. D'informations recueillies auprès UNRRA il paraît résulter que Britanniques et Américains ont intention d'être approcher Gouvernement français à Paris pour traiter question d'office internationale avant réunion Washington. Il est possible qu'on invoque nécessité militaire restreindre information sur maladies. On objecte à l'activité office à cause de l'obligation pour lui de donner ces informations aux Gouvernements neutres. (6941) Les Britanniques et Américains semblent décidés à s'en tenir au texte Montréal. N'ont pas l'intention de se retirer de l'office et donnant préavis, mais considèrent que circonstances de guerre leur permettent de rester membres de l'office et cependant transférer provisoirement à UNRRA administration nouvelle convention.

informé que la situation de shipping ne permettrait pas d'enlever
en temps utile la tranche de novembre. Elles ont proposé la
remplacer partiellement par 20.000 tonnes orge d'Irak. Après
consultation et pour tenir (587) compte de la valeur alimentaire
de l'orge inférieure à celle du blé l'Algérie a accepté abandonner
10.000 tonnes blé canadien devant parvenir à Oran contre 14.000
tonnes orge Irak à recevoir à Alger et ... ... de l'est avant
fin décembre. NAJEM a donné son accord et câblé à Washington sur
ce point. Aucune autre modification dans le programme. Maroc
notamment ne désire pas substitution. (DOM) ENGIN. Pour mission
française Washington.

En dehors de la démarche faite d'accord avec le Venezuela et l'Equateur pour essayer d'entraîner quelques autres nations latines américaines dans une politique de conciliation à l'égard de l'Argentine, il ne semble pas que la Colombie se soit associée fermement à une action tendant à l'examen des plans de paix par toutes les puissances américaines.
Ce pays aurait plutôt suivi à ce sujet la majorité des autres nations.
L'annonce que M. CORDELL HULL resterait au Département d'Etat semble d'ailleurs avoir ... les ... d'aide morale des trois pays de la Grande Colombie. (36) Le récent refus opposé par le Gouvernement de Washington à une demande d'augmentation des prix du café provoque dans tous les pays producteurs, et en Colombie en particulier, une violente réaction.
Certains journaux voient déjà dans cette mesure une atteinte à la politique de bon voisinage. L'éditorial du principal journal du matin va même jusqu'à avancer que l'initiative de la Colombie à l'égard de l'Argentine peut être une des causes de mécontentement du Gouvernement américain, mécontentement qui se serait traduit d'une manière pratique par le refus dont il est question ci-dessus.
