L'administration américaine afin de diminuer la pression a laquelle elle est soumise de la part du commerce privé de l'afrique du Nord (groupe miesingr) n'a jamais été interdite par nous, et qu'elle (6964) est demeurée possible dans le cadre des reglements indemnités.

Les Américains donneraient ainsi une certitude nouvelle à l'affirmation contenue au début du second paragraphe de la lettre précitée.

J'ai demandé de surseoir à toute communication de ce genre sans avoir la confirmation de votre part qu'aucun reglement nouveau dont nous n'aurions pas la connaissance ici n'a infirmé mon ... à ce sujet.

Jusqu'en juin 1940 les communications télégraphiques directes entre la France et les États-Unis étaient assurées par:

I les câbles de la COMPAGNIE FRANÇAISE DES CABLES ET TÉLÉGRAPHES (COMPAGNIE P.O.) et ceux de deux sociétés américaines: COMMERCIAL CABLE et WESTERN UNION;

II la liaison U. de la COMPAGNIE RADIO-FRANCE.

La (3152) situation actuelle est la suivante:

A - RADIO-FRANCE fonctionne à nouveau et deux compagnies américaines: MACKAY RADIO et PRESS WIRELESS ont été autorisées à exploiter en France l'expédition sur New York du trafic de presse et, jusqu'à la paix du trafic privé.

B - On ne peut prévoir l'époque (3153) à laquelle les câbles pourront être remis en service. C'est pourquoi les compagnies COMMERCIAL CABLE et WESTERN UNION voudraient que dès maintenant, les bureaux des P T T en France soient autorisées à accepter des télégrammes, préjuvenés "COMMERCIAL" ou "WESTERN UNION" qui seraient expédiés par les compagnies (radio-)électriques mentionnées à l'alinéa précédent.

Le Ministre des P T T consentira (3154) à cette demande si les autorités américaines autorisent en contrepartie la réouverture du bureau de New York de la COMPAGNIE P.O. qui a été fermée le 6 mai 1944 pour des motifs de "sécurité et de défense nationales" (décret pris en vertu de loi fédéral no 406 du 19 juin 1934).

Veuillez intervenir sur ce point auprès des autorités américaines.

Faute de posséder toutes les informations nécessaires, je n'ai pas voulu vous télégraphier plus tôt au sujet des colis de vivres pour nos prisonniers.

I En (réponse) à la demande que je lui avais présentée le 20 juin dernier (votre télégramme du 27 juin no $173^{2}$ ) le Gouvernement canadien ( 866 a) a accordé à nos prisonniers un don de 300.000 colis de vivres pour un prix de $\$ 875.000$. Les deux premiers envois de 100.000 ont été expédiés par la Croix-Rouge canadienne le 26 août et le 14 septembre, le troisième ces jours-ci.

II Je serais heureux (860) de pouvoir transmettre au Gouvernement canadien les remerciements du Gouvernement français ou ceux du Ministère aux Prisonniers de Guerre pour ce geste de généreuse sympathie.

III Du fait de la reconnaissance du Gouvernement français et de l'existence aux Etats-Unis (aussi bien) qu'au Canada de fonds importants dont la disposition va nous être rendue, il n'y a pas lieu d'espérer que ce don (670) se renouvelle.

IV Cependant, je viens d'obtenir confirmation que les ( $\times .000$ ) colis restant sur contingent annuel prévu pour nos prisonniers (voir ma lettre 366 du 21 août) pourront nous être livrés. Le prix en est en dollars canadiens 2,75 le colis. 200.000 de ces colis sont des maintenant prêts.

V Je vous serais reconnaissant (671) vouloir bien me faire tenir vos instructions en ce qui concerne l'acquisition de ces colis ou d'une partie d'entre eux.

VI Les ordres de commune ou d'achat qui, le cas échéant, me seraient donnés devraient naturellement s'accompagner d'instructions correspondantes du Ministre des Finances.
