Au moment où la transformation de la délégation en ambassade et la désignation d'un (nouveau) chef de poste vont donner une nouvelle (M.) à notre représentation aux E.CS vous comprenez mon désir d'être fixé sur les intentions du Département à mon égard.

Je ne désire pas pour ma part rester à Washington où j'ai été le (jouet) de trop de circonstances politiques différentes et où ma présence peut être (7081) gênante pour certains fonctionnaires ...

Je serais donc heureux du transfert à l'administration centrale auquel vous aviez pensé pour moi au printemps dernier et que seule, semble-t-il, l'(opiniâtre) insistance de M. HOPPENOT à me garder à ses côtés avait alors empêché.

Si cependant vous jugiez nécessaire de me maintenir à Washington, je penserais que les suspicions dont j'ai été l'objet et (7082) qui empirent toujours ma position auprès de certains milieux locaux doivent officiellement dissipées.

Alors que le monde s'attendait à ce que le souscomité commun fût appelé à se prononcer sur les deux seules propositions anģeise et américaine concernant les articles essentiels de la convention, le délégué canadien a soumis ce matin, aussitôt après les opposés de Lord Sviuvos et de M. SERLE, un troisième projet qui semble, à première vue, chercher à consulter les deux thèses. Cependant, aucun délégué n'ayant encore eu la possibilité d'étudier ce nouveau document les dind-deux interventions qui ont marqué les deux séances d'aujourd'hui n'ont porté que sur les mérites comparés des deux projets opposés.
(79) Si l'on excepte le délégué australien, qui a réservé sa position à l'égard de la cinquième liberté et le représentant de la Nouvelle-Zélande, qui a rappelé une fois enaère son plan d'internationalisation, la délégation française a été la seule à prendre ouvertement position en faveur projet britannique, les délégués belge et grec ayant adopté une attitude prudente légèrement (tainte) de réticence à l'égard du projet américain.

Toun les autres délégués, y compris le Néerlandais, le Suédois, le Chinois et le Brésilien, ont pris nettement position en faveur la cinquième liberté interprétée selon la thèse américaine.
(80) Quels que soient les résultats auxquels aboutiront l'étude des articles et celle du projet canadien, il est d'ores et déjà certain que le texte qui sera soumis à la conférence sera fortement inspiré de la thèse anéricaine en ses articles relatifs à l'application à la cinquième liberté de la clause de restriction de capacité.
