Sa santé rétablie, le Président de la République a de nouveau assumé ses fonctions le 27 novembre. La (trêve) politique qui, à la faveur de l'esprit conciliant du vice-président, avait été observée par (tout le monde) envers le malade, a pris fin à la suite des déclarations d'un ton très aigre faites à la presse par le Président de la République à l'adresse du conseil exécutif du parti radical. Celui-ci vient de répliquer par une déclaration conçue dans les termes les plus vifs. Le conflit entre le Président de la République et le parti radical est donc redevenu très aigu. Ainsi s'aggrave un malaise (qui a été) causé par nombreuses grêves et l'augmentation constante du coût de la vie ainsi que par les vives polémiques touchant la gestion financière et la politique à l'égard de l'Argentine et de la Russie.

Au numéro IV ce télégramme expose que "les entretiens de Paris n'ont pas permis de donner une solution aux problèmes litigieux concernant la Syrie."

Je dois signaler au Département qu'au cours d'une conversation avec M. GEFEGROG le 17 novembre (286) le Président du Conseil libanais a déclaré en substance à mon collaborateur qu'il savait que les entretiens entre le Général DE GAULLE et M. CHURCHILL n'avaient pas abouti qu'à les (.M.?) ELAD SOUL ne peut avoir été renseigné que de sources britanniques. Ce nouvel exemple des intrigues du Général SPEARS n'est évidemment pas pour nous étonnant. Je regrette seulement que le Ministre d' Angleterre ait été (informé) avant ... ... (287) cette délégation des résultats de la visite de M. CHURCHILL. J'ai eu plusieurs fois la preuve que le Foreign Office le tient exactement et rapidement au courant de l'évolution des pourparlers franco-anglais. J'ai demandé aux deux Ambassadeurs de faire connaître
à leurs Gouvernements respectifs l'importance exceptionnelle que
le Gouvernement Provisoire attache à l'obtention de ce tonnage
qui est pour France d'une nécessité vitale. J'ai exprimé l'espoir
que les Gouvernements alliés, pleinement informés (3682) de la
situation de la France faciliteraient la tâche de notre
négociateur. Je ne doute pas qu'il trouve également auprès de
vous comme par le passé tous les appuis nécessaires.

Pour Washington: Au surplus, j'ai fait connaître à
M. CAFFERY que le Gouvernement charge M. MONNET de mener à leur
terminaison les négociations relatives à la (3683) conclusion de
l'accord prêt-bail ainsi que de toutes assurances nécessaires pour
le règlement de certaines des marchandises qui doivent faire
l'objet de commandes auprès de l'industrie américaine. Je vous
serais obligé de vous informer auprès du State Department de la
suite donnée à ma démarche. M. MONNET après un coup séjour à
Londres (3684) doit arriver à Washington dans le courant de la
semaine prochaine.

Plusieurs gouvernements d'Amérique latine nous ont fait connaître leur désir d'ériger en ambassade leur représentation diplomatique à Paris et de voir accréditer auprès d'eux un Ambassadeur de France. Tout en marquant combien Gouvernement français est sensible à ces demandes, Département a répondu (4035) aux gouvernements intéressés qu'il ne pouvait être procédé à de telles transformations que dans le cadre d'un remaniement d'ensemble de notre représentation en Amérique latine; un tel remaniement exige entre autres la modification de dispositions intérieures françaises, (ce) qui retardera notre réponse.

Nous ne comprenons pas pourquoi la FEDERAL RESERVE BANK n'a pas exécuté les ordres de paiement que nous lui avons adressés soit 50.000.000 de dollars pour administration Land Lease, et 10.000.000 de dollars pour H. BANQUAIS. En effet:

**A)** La (4071) FEDERAL RESERVE BANK ne devrait pas pouvoir opposer l'absence de documents confirmant les statuts de la BANQUE DE FRANCE et les pouvoirs du Gouverneur puisque ces documents ont été remis à l'ambassadeur américain le 6 novembre et sont partis par valise-avion le 9 novembre. Veuillez nous (4072) confirmer qu'ils sont parvenus en destination.

**B)** La saisie-arrêt belge ne doit pas pouvoir non plus être opposée puisque, selon nos renseignements, elle a été levée sur les dollars en compte depuis fin octobre. Veuillez nous le confirmer.

**II**

La BANQUE DE FRANCE (4073) a été avisée par la FEDERAL RESERVE BANK que celle-ci n'accepterait d'effectuer de paiements que sur ordre écrit. Les paiements actuellement en instance ont été notifiés par télégramme mais ont fait l'objet de confirmations par écrit. Veuillez vous (4074) assurer que ces confirmations sont arrivées. Il convient d'autre part de faire observer à la FEDERAL RESERVE BANK qu'en l'état actuel des communications entre la France et les Etats-Unis la transmission d'ordres écrits ne peut qu'occasionner (4075) des retards .U. et que nous ne voyons pas la justification de cette précaution.

**III**

D'après télégramme envoyé par la FEDERAL RESERVE BANK à la BANQUE DE FRANCE, la saisie-arrêt belge n'aurait été levée que sur 265.000.000 en compte "S" et 24.000.000 en compte (4076) spécial. La BANQUE NATIONALE DE BELGIQUE nous avait donné l'assurance que des instructions seraient données en vue de lever l'opposition sur la totalité des dollars en compte. Nous ne comprenons pas les chiffres qui nous sont donnés par la FEDERAL RESERVE BANK. Veuillez nous faire savoir d'urgence (4077) quel
