Département d'Etat a adressé le 22 novembre par avion à l'Ambassadeur américain à Paris les instructions concernant la délivrance des visas aux officiels français:
I Ambassador est autorisé, sauf cas exceptionnels, à délivrer des visas sans en référer à Washington à tout porteur de passeport diplomatique et de passeport spécial.
Pour les (7177) officiels français résidant en France tous les cas de cette espèce seront traités par Ambassador américain de Paris.
II Pour les officiels français résidant hors de France leur demande d'entrée aux E.U. devra être présentée par l'intermédiaire de notre délégation à Washington.
A la suite d'une ofference tenue aujourd'hui entre les représentants de cette délégation et du Département d'Etat il a été convenu que, sauf objection de votre part, les dispositions suivantes seraient appliquées sur la base de la (7178) complète (réolprocité) pour délivrer des visas aux porteurs de passeport ordinaire:
"I Toutes les fois que le Ministre des Affaires étrangères ou le Département d'Etat munira un porteur de passeport ordinaire d'une lettre pour Ambassador américain ou pour notre délégation décrétant qu'il voyage sur ordre d'un département ministériel et pour une mission déterminée, Ambassador américain ou notre délégation (7179) délivrera le visa sans en référer.
