Par contre les possibilités d'action sont plus vastes et variées quand il s'agit d'inspirer les journalistes et les éditorialistes brésiliens. En conséquence je me permets de vous soumettre les suggestions suivantes:
Eviter les nouvelles d'intérêt secondaire, développer la nouvelle d' (158) intérêt politique, plus particulièrement celle qui donne le point de vue français sur les grands événements internationaux. Introduire dans le service de autres commentaires sur faits du jour les plus importants, notes en chiffre pour les questions délicates; adresser éventuellement des dépêches de mise au point en tenant compte de l'opinion brésilienne dont je vous communique les principales réactions dans mes télégrammes de presse.
De temps à autre je vous signalerai les sujets sur lesquels il serait utile de recevoir des directives du Département. Parmi les mesures d'ordre matériel:
A - Etudier le moyen d'accélérer la transmission de l'information. L'idéal serait d'éviter la perte (157) de temps qu'entraîne le relai de Montevideo et de capter des émissions émanant directement de France, comme l'ex- .U. le faisait anciennement avec des postes suffisamment puissants installés à Pontoise.
B - Placer sous l'autorité exclusive du chef de la mission diplomatique un service très restreint de secrétaires travaillant (en) liaison étroite avec le Service de l'attaché Information et qui s'occuperait spécialement de la traduction en portugais et de contacts très fréquents avec les journalistes.
C - Subventionner ou aider momentanément certains périodiques.
J'estimais avec M. GES lors de son dernier voyage à Rio à plus de 10.000 crueaires par mois les besoins de cet ordre qui sont urgents.

I. La POURR-VIRGLEURS capte la vacation quotidienne de Hontevideo retranemaitrent les dépôches FRANCINFOR. Nous entendons bien les émissions broadcasting organisées à Hontevideo par nos services, mais elles sont en général trop pauvres en informations. Nous n'entendons vraiment bien Radio-Brascaville qu'à 6 heure 15 et 16 heures 15 GMT. Nous trouvons des [134] compléments utiles d'information dans les chroniques adressées par courrier aérien de Hontevideo et de Mexico.
II. Nos moyens de diffusion sont:
A - Un bulletin quotidien et hebdomadaire roneotypé en langue française $44 \%$ de 8,000 .
B - Un bulletin hebdomadaire imprimé en langue portugaise dont le tirage est de 10.000 .
C - Un service quotidien en portugaie des dépôches CORRIFOR sous rubrique S F I à tous les journaux de Rio et aux journaux les plus importants de l'intérieur du Brésil.
III. Les possibilités de diffusion qu'offrent la presse et la radio au Brésil sont limitées:
A - En raison du (138) contrôle officiel de la presse et de la radio brésilienne (D I P).
B - En raison du peu d'empressement dont faut preuve certains journaux à l'égard de toute nouvelle demandt directement d'ambassades étrangères et mise gratuitement à la disposition de la presse.
