M. TORIELLO, nouvel ambassadeur du Guatemala au Mexique, en présentant ses lettres de créance au Président de la République a prononcé un discours qui diffère des discours d'usage.

Il a déclaré que son pays, dominé jusqu'en octobre dernier par un dictateur se place désormais parmi les nations vraiment démocratiques et se rapprocherait du Mexique dont il s'est depuis vingt ans tenu éloigné, (742) par crainte de la .U. de la liberté.

Il convient en effet de remarquer que la nouvelle constitution du Guatemala représente un sincère effort vers statut démocratique.

Entre autres articles, elle comporte la reconnaissance de la légalité de toute insurrection populaire contre une violation de la constitution par le Gouvernement.

Le discours du nouvel ambassadeur est significatif de l'importance du Mexique comme pôle d'attrastion pour les régimes démocratiques d'Amérique centrale.

### Circulaire 55.

La menace de représailles annoncée à la conférence de presse de la .9. contre les Français déportés en Allemagne a soulevé ici une vive emotion. De parallèles mesurés prises contre les nationaux d'un pays souverain, à seule fin de venir au secours des Français qui pendant (4322) l'occupation, ont collaboré avec l'ennemi, si elles étaient mises à exécution, constitueraient une violation sans précédent du (droit international). Elles ne nous surprennent pas cependant de la part des Nazis qui se sentent dans une position de chômage avantageuse. Ils détiennent en effet à l'heure actuelle près de (4321) 3 millions de Français; 720.000 prisonniers de guerre, 600.000 déportés politiques, 750.000 déportés du service du travail obligatoire, 225.000 travailleurs dits "litres", 300.000 alsaciens mobilisés à des titres divers, chiffres auxquels il faut ajouter les 15.000 déportés de St Die, les 15.000 de Gerardmer, que l'armée allemande (4322) a arrachés (par) force à leurs foyers dans sa retraite.

Les troupes de S. S. pratiquent en effet sur le front alsacien une politique de terre brûlée .9. et ne laissent derrière elles que des ruines. Il est de notre devoir de porter ces faits à la connaissance du public étranger qui les ignore. Une véritable consigne (4323) de silence semble même dans certains cas avoir été donnée sur les atrocités commises en France par les Allemands et sur les dévastations systématiques exercées par eux dans nos provinces de l'est. C'est pourtant à la lumière de tels faits qu'il faut lire la proclamation récente du Général LE CLERG à Strasbourg où les Allemands (4324) ont laissé derrière eux plusieurs quinzaine de milliers des leurs avec des consignes de sabotage. Il y a cependant intérêt à dissocier la proclamation du Général LE CLERG de la déclaration de la .9. Celle-ci semble plutôt inspirée par les anciens membres du pseudo-gouvernement de Vichy qui, le 3 avril (4325) dernier, après l'exécution à Alger de PUCHEU et du Colonel CHRISTOPINI, chef de la phalange africaine, avaient déjà décidé des mesures de représailles contre les familles et les amis des personnalités du Comité de Libération.

La situation au Levant n'a pas changé depuis mes derniers rapports.

Le Général DE GAULLE peut être assuré d'un accueil courtois de la part des (619) gouvernements (locaux). La population syrienne le verra venir avec beaucoup de sympathie. Au Liban la réception serait enthousiaste.

Au point de vue politique, il convient observer que les deux gouvernements, surtout le Gouvernement syrien, ne manqueraient pas de saisir l'occasion de poser la question de la (620) réintégration aux États de l'armée authentique et des divers services encore entre nos mains. Je ne pense d'ailleurs pas que cela présenterait actuellement des inconvénients graves.

D'autre part j'estime que la visite du Général DE GAULLE pourrait avoir cette conséquence très utile à notre cause, par la manifestation qu'elle apporterait (621) de la volonté du Gouvernement français de ne rien céder de ses intérêts et de ses droits au Liban et en Syrie.

Si le Général DE GAULLE décide de s'arrêter au Levant, le programme de son séjour pourrait être le suivant: le soir de son arrivée, il coucherait Damas. Le lendemain (622) il séjournerait dans cette ville et coucherait Beyrouth. Le surlendemain il séjournerait Beyrouth où il coucherait. Le jour suivant serait celui de son départ ... de Beyrouth ou de Rayon.
