Le Ministre des Finances vient de me faire savoir qu'il a décidé d'autoriser nos compatriotes résidant à l'étranger à souscrire à l'emprunt de la libération dans la mesure où opération n'est pas contraire à la réglementation des charges (4461) du pays où ils résidant.

Le règlement des souscriptions pourra être effectué entre vos mains soit par chèque tiré sur un compte en francs ouvert en France, soit en devises locales versées à la caisse de la mansellerie. Les versements de billets banque français demeurent totalement exclus. Le Général SPEARS est venu ce soir 28 novembre m'annoncer que M. CHURCHILL lui avait demandé de choisir entre son poste au Levant et son siège de député. Les autres parlementaires britanniques en mission auraient déjà été placés devant des alternatives analogues. De nouvelles élections étant prévues pour le début de l'année prochaine le général SPEARS a estimé préférable pour lui de (827) rentrer en Angleterre (où il) pourrait d'ailleurs exposer plus librement son opinion sur les questions qu'il avait étudiées ici. Son départ est fixé au 15 décembre. Il m'a dit qu'(au) cours de ses visites récentes il avait informé les gouvernements locaux de l'impression que M. EDEN avait rapportée des entretiens de Paris. D'après le Général SPEARS, le Ministre des Affaires étrangères français aurait déclaré qu'il était très fermement ... de donner aux Etats une indépendance totale. Il aurait même fait de l'adoption de ce principe la condition de sa collaboration au (828) gouvernement. M. EDEN aurait été particulièrement heureux de ses bonnes dispositions et il en aurait profité pour peine la question de l'armement de la gendarmerie. Le Ministre français lui aurait promis sur ce point une réponse qui n'est d'ailleurs pas encore arrivée à Londres. Après avoir pris connaissance de ces précisions, les Gouvernements des Etats auraient déclaré qu'ils se réjouissaient de la position française ainsi définie mais que celle-ci ne changerait en rien leur décision (829) de ne conclure aucun traité avec la France.

Je rapporte pour votre information ces propos qui sont manifestement interprétés à la façon habituelle du Général SPEARS. Celui-ci aura voulu montrer qu'il ne manquerait pas de continuer jusqu'au bout sa politique anti-française. J'ai écouté ces déclarations qui avaient pris la tournure d'un monologue en conservant l'attitude la plus réservée et en me bornant à observer que je n'avais pas reçu de nouvelles (830) instructions de mon Gouvernement.

Je viens d'être appelé au Foreign Office où, en l'absence du Secrétaire d'Etat retenu par une réunion du Cabinet, j'ai été reçu par M. NEVILLE MOTLES Sous-Secrétaire d'Etat adjoint. Il m'a fait, sur les instructions de M. KUAN, une communication qui peut être résumée comme suit: "Nous sommes informés que le croiseur EMILE BERTIN va quitter le Pirée le 14 mars doute, se rendant à Beyrouth où il doit embarquer prisonnière libérée. Nous demandons instamment au Gouvernement français de suspendre ce (voyage) pour les raisons suivantes:

1. Nous sommes en (3618) Palestine, devant une situation très sérieuse qui nous oblige à prendre des mesures de pré- caution importantes, et nous avons un intérêt majeur à ce que le calme règne sur les frontières palestiniennes. Or, nous avons des raisons de penser (que) l'arrivée de l'EMILE BERTIN à Beyrouth pourrait, dans les conditions actuelles, être l'origine de troubles, dont nul ne sait quels développements ils pourraient prendre.

II. Le Général SPEARS a notifié hier aux Gouvernements libanais et syrien qu'il quitterait son poste dans trois semaines. LONG MOTINE nous avait averti avant sa mort, que le départ de SPEARS pourrait être utilisé par certains (3619) éléments pour créer des incidents. L'arrivée de l'EMILE BERTIN fournirait un prétexte à ces éléments".

M. LAVASTRE ayant été admis à faire valoir ses droits à la retraite, je viens de nommer M. DE BEAUVENGEN consul général de France à Tanger, avec rang de Ministre plénipotentiaire.

Le passeport de notre agent va être incessamment présenté aux autorités espagnoles, en vue d'obtenir un visa de (4278) transit. Mais il ne saurait (être question?) de leur demander pour lui un exequatur. J'ai tenu à vous informer de la démarche que nous allions entreprendre, parce qu'elle peut amener, de la part du Gouvernement espagnol, (des) réactions susceptibles de conduire à (une) discussion de tout le problème de Tanger.
