I. Je compte arriver Lisbonne en route pour Paris par le prochain clipper, vers le 20 ou 21 courant. L'état de celui-ci est assez grave pour nous insiter a prendre des précautions destinées á éviter toute interprétation (malicieuse) en cas d'issue fatale. J'ignore s'il se trouve un (3342) praticien musulman parmi les médecins qui le soignent. Dans la négative, je vous laisse le soin d'apprécier s'il ne conviendrait pas d'en désigner un, d'origine algérienne de préférence et, si telle est votre opinion, de proposer le nom de votre choix a l'agrément de l'... Bey.

Nous vous enverrons par poste prochaine la documentation demandée par votre FINEX 147 du 5 décembre. En ce qui concerne la Grande-Bretagne, le dernier état de la question est représenté par la déclaration formulée le 30 novembre par CROWLEY, MORMENCHAU et STETZINUS. Cette déclaration réaffirme les principes régissant le fonctionnement du Lend Lease anglo-américain depuis l'origine, et maintient en particulier l'interdiction (7263) d'exporter tous articles fournis au titre Lend Lease. La déclaration prévoit une réduction probable de moitié des livraisons Lend Lease à l'Angleterre dès après la défaite allemande. Le fonctionnement du système Lend Lease continuera jusqu'à l'issue des hostilités avec Allemagne et Japon, pour cesser alors. Tous les problèmes concernant le commerce extérieur international d'après guerre devront en conséquence être résolus par des négociations et des accords spéciaux n'entrant pas dans le cadre du Lend Lease.

(Notre représentant) Rio de Janeiro m'annonce que le Colonel MICHEL, attaché militaire au Brésil, se rendre à Santiago au 10 décembre pour une visite de politesse aux hautes autorités militaires, en attendant arrivée de l'attaché militaire à Santiago.

Je tiens à faire remarquer que je n'ai pas été consulté au sujet de cette mission. Or, si une visite d'une certaine durée peut être d'une grande utilité pour l'étude de diverses questions, on revanche une visite de politesse de trois jours me semble présenter fort peu d'intérêt, particulièrement au lendemain de celle du médecin général LE DARTEC qui, étant venu en uniforme, a été reçu principalement comme militaire.

De plus, en raison de la susceptibilité (dos) pays d'Amérique latine (332) il me paraît que pour une telle visite attaché militaire accrédité au Brésil n'est peut-être pas le plus qualifié. Je télégraphie à M. BLONDEL pour lui faire connaître mon sentiment au sujet de la venue de son attaché militaire.

Au cas V.E. estimerait devoir maintenir la mission au Chili du Colonel MICHEL, je désignerais vivement, en annonçant sa venue aux autorités chiliennes, être à même d'indiquer les projets du (Commandant) (GE)LGES DESLOO dont la désignation ici .U. à près de 10 mois.

Colonel NEHAUSER représentant de la Direction Générale des Etudes et Recherches à Beyrouth m'a communiqué la teneur du message suivant qu'il adresse à son service au sujet de EM.SPYFENULLER, JEAN DE LA GAHRE et BASDEVART.

Ces agents ont, dès armistice, ouvertement manifesté leurs sentiments anticollaborationsistes et résistants (354) et ont collaboré tant avec Colonel NEHAUSER en Roumanie qu'avec M. JOU.... puis ... ... M. Istanbul. Cette (politique) a donné son plein rendement grâce aux dispositions prises d'accord avec Colonel NEHAUSER lors de son départ pour Beyrouth en novembre '68. Depuis lors les services spéciaux ont reçu régulièrement (355) et rapidement des rapports sur la situation politique, économique, et militaire de la Roumanie, qui ont constitué l'essentiel des renseignements recueillis sur les Balkans par les Services de la ... . Ces informations étaient d'ailleurs également transmises au Commissariat des Affaires étrangères de Londres puis d'Alger par les soins de M. ... délégué France Combattante à Istanbul. (356) Ces trois agents sont restés à Bucarest jusqu'à la libération de cette capitale par les troupes russes à la demande expresse du chef du B.C.L.B. et du délégué de la France Combattante en Turquie, afin de cacher leur mission de renseignements sur un pays ennemi. Ces informations en raison de la position occupée par ces agents (357) et de leurs relations, constituaient une documentation de premier ordre et qu'il eût été impossible d'obtenir sans leur concours.

C'est enfin grâce à toutes ces actions clandestines de ces agents que chaque courrier diplomatique de Vichy a pu être utilisé pour la transmission des informations provenant du réseau de la D.C.B.S. dans les Balkans.

Colonel NEHAUSER demande à son chef qu'un témoignage de satisfaction soit décerné à ces trois diplomates.
