Je relève les points suivants:

A) La France qui avait, comme pays transporteur, obtenu (110) au premier scrutin 50 sur 51 a eu au scrutin définitif 45 sur 50 comme conséquence de sa ... européenne.

B) Le Canada a été élu comme pays à infrastructure, alors que le Mexique a été classé comme transporteur.

C) Les Indes n'ont pas été élues. Ayant à plusieurs reprises "parlé au nom d'un cinquième de l'humanité" le délégué (indien) hésite à signer aucun document. S'il décide de s'abstenir Lord SWIRPON serait, du fait des instructions de son Gouvernement, dans l'obligation de l'imiter. (111) Conformément à vos instructions, nous signerons demain l'acte final, l'accord intérimaire, la convention définitive et l'accord entrepant les deux premières libertés en nous abstenant de signer l'accord sur les cinq libertés; c'est ce que Lord SWIRPON signera également si l'affaire (indienne) ne l'amène pas à s'abstenir sur tous les documents. Comme il s'agit dans ce dernier cas non d'une opposition aux clauses des trois accords, mais d'une affaire purement britannique, nous estimons n'avoir nulle raison de nous aligner sur la délégation britannique.

I) Le comité des présidents a procédé lundi à un vote concernant le siège du conseil intérimaire et du conseil définitif. A la candidature d'Ottava présentée et opiniitremens soutenue par M. RENLE, j'ai opposé celle de Paris. Quelques délinqués non-européens n'avaient indiqué qu'il leur avait imposible de choisir Paris a présent, il m'a paru opportun d'obtenir deux votes distincts sur le siège intérimaire et sur le siège définitif. Ottava fut choisi pour le siège intérimaire par 25 voix contre 21. Quand au siège définitif deux tours dans le scrutin firent apparaître successivement 24 voix contre 24 , puis 26 contre 26. (105) Dans ces conditions, étant donné que l'action de M. RENLE ne pouvait (quater) entre cette séance de lundi et la séance publique (d'aujourd'hui, (de façon à nous) faire perdre des voix (certains Sud-Américains ayant voté pour Paris), la meilleure solution m'a pris face de proposer au délégué canadien de remettre à la dernière assemblée de l'organisation intérimaire (1 savoir au plus dans trois ans) le vote sur cette question. M. SYNTHOTON m'ayant donné son accord il en a été ainsi décidé.
(106) II) Le comité des présidents avait également pris connaissance des résultats d'un scrutin "indicatif" pour l'élection des membres du conseil intérimaire. Ce scrutin avait fait apparaître non seulement une disproportion flagrante entre le nombre des places accordées à l'Europe (6) et à l'Amérique (9) mais encore une substitution évidente de considérations de pure politique régionale aux coitères chinois par la conférence (pays (107) transportéure, pays fournisseure, pays (à) infrastructure). Les vingt républiques sud-américaines avaient un effet élaboré une liste commune qu'elles avaient fait circuler en pratiquant un véritable avantage à l'égard des autres délégations et imitant alliance avec les pays du Levant. (108) J'ai tenté, d'accord avec Lord SWINTON, de bloquer cette manoeuvre avant l'élection définitive en groupant les pays non-américains (à l'aide) d'une liste commune. Entre tentative a échoué, la discipline du vote étant infiniment mieux respectée par les Sud-américains que par les Européens, et la liste définitive a été exactement la même que la première, à part la .U. par les Sud-américains eux-mêmes,
