Dès reçu du I&lt;sup&gt;o&lt;/sup&gt; de ce télégrapme j'ai pris par note écrite le Département d'Etat d'Intervenir auprès des autorités américaines compétentes en vue de provoquer une mainlevée générale du séquestre des biens et intérêts français aux États-Unis.

D'autre part des conversations ont été engagées entre notre attaché commercial et des représentants de l'office des séquestres en vue d'étudier la remise (7300) de leurs brevets d'invention.

Le Département d'Etat n'a pas encore répondu à ma note mais d'après renseignements obtenus sa réponse sera favorable et la discussion des divers problèmes soulevés par la mainlevée du séquestre pourra s'ouvrir prochainement entre les services américains et français compétents.

Je m'occupe activement de faire aboutir cette question qui du point de vue américain présente une certaine complication du fait de l'enchevêtrement des (administrations) intéressées.

## II. Ravitaillement.

L'aide (4722) des Etats-Unis nous est particulièrement nécessaire dans le domaine du ravitaillement. Les négociations que poursuivra à Washington D. D. (4723) pour l'obtention du tonnage nécessaire à l'économie française, et elles aboutissent, aideront dans une mesure notable à résoudre le problème du chômage. D'une façon générale, on dit que les somptuants politiques (4723) de l'Europe libérée pourraient être calmés par le rétablissement de conditions économiques normales déterminées par la question du shipping.

## III. Les crises européennes.

Les crises européennes ont mis en lumière (certaines) divergences de vue qui séparent les partenaires de la grande alliance. Il est de notre devoir de ne pas prendre ouvertement position dans les (4724) problèmes intérieurs des pays européens récemment libérés. La généalogie dont a fait preuve la France nous la conduite des chefs qu'elle s'est donnée, rend compte de l'heureux rétablissement de sa position mondiale.

### (C) Questions militaires

Après la fulgurante avance de la troisième (armée) (4725) du Général LE CLERP sur Strasbourg (27 novembre), et celle du Général HÉROQUART sur Mulhouse (27 novembre), deux faits marquent l'activité militaire de la semaine écoulée :

### A) Politique intérieure

En l'absence du Général DE GAULLE aucune mesure importante n'a été prise concernant la politique intérieure française. Les deux réunions du Conseil des Ministres ont été consacrées à l'expédition des affaires courantes. Il convient cependant d'insister sur deux points:

I) la fermeté avec laquelle M. DE MENTHOD, Ministre de Justice, a défini (4718) et précisé sans ambiguïté l'attitude de notre pays envers la menace de représailles allemandes sur nos déportés politiques. Les ressortissants allemands seront traités selon les règles de la justice et dans le cadre des conventions interallées-relatives aux criminels de guerre. La France qui répugne à l'emploi de contre-représailles, se trouvera pourtant (4719) un jour prochain dans une situation plus favorable que l'Allemagne à ce sujet.

II) achèvement de la remise en état des ports du Havre, de Rouen et de Sète.

### B) Politique extérieure

I) Traité franco-soviétique. Sur plan extérieur, l'actualité est dominée par la signature du traité d'allianos franco-soviétique. Sans avoir connaissance du texte (4720) de l'accord qui doit être publié séparément, il importe de bien marquer:

a) que le traité franco-soviétique contient un élément essentiel de notre (politique) internationale, qu'il manifeste le regroupement des partenaires traditionnels de l'entente anglo-franco-russe qui est inscrit dans la réalité des choses.

b) le nouveau (4721) traité, loin de nous écouter de nos alliés anglo-saxons resserre au contraire la solidarité franco-britannique.

c) l'accord s'inclut naturellement dans le cadre de la sécurité collective dont les fondements ont été posés à la conférence de Dumbarton Oaks.
