Description

The United States enacted the Volstead Act in 1919, successfully banning the production, distribution, and selling of alcohol. Although Canada never enacted the Prohibition, The Canada Temperance Act of 1878 gave local governments the option to ban Alcohol which most of them did. In the 1920’s almost 90% of cities in Quebec were considered dry, Montreal being one of the sole wet cities (cities with alcohol) in the province. This meant that Montreal was one of the only cities in all of North America where citizens could drink freely, attracting many African American musicians and travelers to St. Antoine jazz clubs.
