<text>The course asks students to learn the history of humanitarian aid by simultaneously reading (seeing, listening, or watching), evaluating, explaining, writing, researching, making, revising, and reflecting thoughtfully. The course will help students become proficient in:

Basic and recent knowledge about the history of humanitarian aid. This includes key concepts, events, people, points, argument, and generalizations

Keys to make sense of today’s humanitarian aid and development, their mutations as a pluricultural society, their position in the world. That is to say, keys to uncovering the history behind the headlines, some distortions in the media version of history, and the roots of everyday customs and objects.

Special attention to lost and retrieved memories.

Main tools for historical research and the skills use them well.

Skills to solve historical problems including the analysis and interpretation of historical documents, and the ability to make distinctions in the face of complex questions.

“How do we know” the past: to question myths in the history of humanitarian aid and development effectively; to be mindful of the history of history; to make links with history learned otherwise, especially family and community memories.

The main tools to organise historical findings.

The main tools to present history in writing, orally, visually

The links between history and other disciplines.

The ethical issues of historical research

The collaborative nature of knowledge and good ways to work collaboratively.

<text>This image is an ambulance wagon in the second Boer War. This would have been when fighting was focus in guerilla conflict with roughly 5,000 Boer fighters holding out at this time in small groups. At this stage of fighting many women and children from the Boer communities were interred as a means of forcing the surrender of the Boer men who were still out fighting in the field. The warfare had also halted food production and distribution. These Ambulance wagons would bring food and supplies as a relief effort for the local population of predominantly women and children. The war exacerbated the fact that medical treatment and medical centers were rare and lacking in modern equipment and supplies so these ambulances would also serve as healthcare to the women and children. Most of the aid itself was sent from Europeans who sympathized with the white population in South Africa. The british war effort was divided as the Boers themselves were of white heritage and many white europeans could sympathize with the idea of independence so they did not want to go to war with them or at the least were the people who sent aid to South Africa. Others shared sympathy with the Boers but still saw the war as a necessity. The majority black population in South Africa were largely absent in humanitarian efforts as the white populations did not cover or express interest in aiding this population, at least not on a large global scale; more support was shown by frontline individuals operating in South Africa. </text>

<text>The above image depicts the junior subsidiary branch of the Cuban Red Cross in 1898 during the Spanish American War. During the early years of the ICRC, despite their pro-peace sentiments, they supported wars waged in an attempt to civilize the non-Western World (Palmieri, 2015, p. 989). The ICRC believed that through Western civilizing missions such as colonization or conquest non-Western individuals and indigenous populations around the globe could be cleared of their ‘barbaric ways’ subsequently enlightening them and eliminating these societies ‘warlike habits’ (Palmieri, 2015, p. 989). This, the ICRC hoped would eventually contribute to the humanization of warfare and its ultimate elimination (Palmieri, 2015, p. 989). Additionally, in an attempt to civilize the greatest number of people, the IDRC attempted to expand their organization through subsidiary branches such as the one pictured above (Palmieri, 2015, p. 989). “This binary vision of civilization versus barbarity persisted at the ICRC, though in a more nuanced form, throughout the first half of the twentieth century” (Palmieri, 2015, p. 990).

Additionally important to mention that, as noted in the Gorin reading, “humanitarian photography has its own ‘language limits. While its emotive power is undeniable, it is necessary to reflect on the goals assigned to it” (Gorin, 2012, p. 1378). During this time in history, the ICRC photographers wanted to convey the organization and its good deeds without providing context or shedding light on the other acts committed or permitted by the organization in the name of civilization. Thus, photographs such as these serve as a “record of a century marked by deeds of extreme heroism as well as utmost infamy, bringing hope as well as despair” (Gorin, 2012, p. 1378).</text>

                <text>Switzerland, Geneva.
Photographed here is the 1906 Geneva Convention which was held to revise the first treaty signed in 1864. The Geneva Conventions is a series of permeant international treaties that limit the powers of States in war. The treaties were the first modern international humanitarian law intended to be universal. The ICRC prioritized cases where international conflict threatened global stability and where Christians were victims of war. The photographer captured the men at the Geneva Conference at their seats which signifies the goal of capturing the energy of the room and the work being done instead of the men themselves. Many of the men are looking directly into the camera and most have a serious expression which reflects the matter they were discussing. The men take up two-thirds of the frame vertically, and span the entire frame horizontally, showing that they are the subject of the photo. This also makes the audiences eyes span across the photograph. The slide also has name, date, and official seal of the conference and the signatures of everyone who was present, delineating the importance of the moment.

The primary goal of the ICRC was to humanize war, not to prevent or stop it. This principle was rooted in the hope that by humanizing war, it would no longer be used as a tool for human brutality and war would eventually disappear. The ICRC was not a pacifist organization and war between two or civilized states was still believed to be honourable to some extent. War, for the sake of colonialism, seemed to be a requirement by the ICRC because Indigenous peoples were believed to be barbaric and therefore needed Westerners to civilize them.</text>

<text>In the twentieth century, NGOs emerged as one of the key building blocks of the modern world. This module will engage students in a series of discussions and debates on the role of those organisations in re-shaping culture, society, and politics. We will examine the role of NGOs in the creation of a transnational civil society, in re-defining citizenship and the state, and in the ‘professionalisation’ of our everyday lives, as well as analyzing their impact on issues of governance and the organisation of the twentieth-century world. We will do so by examining some of the key issues addressed by NGOs, along with the key questions that they raised. How did NGOs operate? How should we study them? What can they tell us about the growing inter-connectedness of the modern world? In answering those questions this module will also introduce students to the historiography, key concepts, and methodologies in the study of transnational action.</text>
