HOPPENOT reports that a ship which arrived in North Africa on October 5 with a cargo of South African coal was obliged to leave again towards October 26 with around a thousand tons of its cargo still aboard because of slowness in unloading. He asks how he is to counteract the bad impression this occurrence has made upon the War Department, the War Shipping Administration and the State Department, as well as on the British authorities.
