The Minister of Finance reports that the American authorities in North Africa now ask for cash payments for rejected and surplus goods of the American army which are being transferred to the French army, formerly supplied through Lend Lease, on the grounds that this area is no longer a zone of operations. The French object strongly to this volte-face, as the American govern- ment had guaranteed to re-equip the French army through Lend Lease. The Minister of Finance is considering cash payment for rejects providing that surplus goods will still be delivered through Lend Lease, but has instructed the North African authorities not to effect any payments of this kind until the American authorities in Washington can be consulted.
