MAYER reports a conversation about rolling stock with Generals GALE and APPLETON. General GALE has confirmed to SHAEF MAYER's statement of a deficiency of 100,000 cars in France and Belgium, and recommended speedy delivery of 15,000 military cars ready to be shipped and 11,000 in stock. MAYER asks that the sending of 450 assembled locomotives ready for immediate use be hastened. The seriousness of the transportation situation has been aggravated by the freezing over of canals.
