ROGER GARREAU reports that on April 18 the French engineer ROBERT SOMMER turned over to the Russian authorities in Cernovitz the library of 4100 volumes belonging to the French University Mission in Bucharest, of which he was secretary, stating that the library was the property of the C F L N. Authorisation is requested to permit SOMMER to serve as custodian of the library until an agreement is made between the two Governments.
