HOPPEROT lists the number of tons of newsprint already sent, or being sent, to Algiers, which should last until the middle of February 1948. He points out that the problem of supplies to be obtained during the last quarter of 1944 has not yet been settled, because the Americans have told him to obtain them from Canada, while Canada has informed him that the Mutual Aid agreement does not apply to newsprint. He advises strict rationing in North Africa (returning Americans have made criticisms), an effort to obtain supplies through WAFEN, and an examination of the possibilities of paying for Canadian supplies if all else fails.
