Under these conditions I took it upon myself before handing over the cash balance to pay the September allotments of the men who escaped. I realize the irregularity of this payment from the point of view of bookkeeping and I am prepared to reimburse the amount out of personal funds in France.

I think I should call the Department's attention directly to the harm that this state of affairs may do to the good repute of the French --1M-- and to the necessity for settling this situation quickly and (thumansly?) The brutal discontinuance of any allotment whatsoever would in fact reduce the persons concerned to quasi-indigence and would make them dependent on the Swedish authorities.

I am taking the liberty of reminding you by way of antithesis that for more than a year when the delegation did not have the necessary funds, the Legation subsidized without discrimination the needs of the escaped military and civilian personnel whether or not they were of the delegation.

The same situation exists although it is less critical with regard to the pensions.
