I am communicating to you under separate numbers the results of the investigation conducted by the treasurer-paymaster of Cochinchina into the general expenses of the UCIA. The data given will enable you to arrive at a contractual formula to apply to the new contract.

Will you be so kind as to hold up the signing of this contract in case you had intended to enter into it with UCIA? It emerges, in fact, from the investigation which has been conducted locally, that this company has attempted to take advantage of its contract, which bound it to the French State, in order to get the latter to stand a part of the general expenses, which should in all equity have been borne by the company.

Managers of this kind, though they involve trifling sums, prevent us from granting the company that basis of confidence which ought to exist between a mandating government and the bearer of its
