For my part, I believe it would be desirable to have an investigation, ordered by you, to bring to light the exact conditions under which this concession was arranged. Under the circumstances it would appear inopportune, to say the least, to renew it; and I draw your attention, with particular emphasis, to the deplorable results which would not fail to ensue from such a step.
