For ASSURANCES DE GUERRE.
1. We have in our possession only the model salvage-contract appearing in appendix B of the instructions to the Lomages Commissioner of the LEVANTINO of 1921, comprising only five paragraphs. Consequently your reference to paragraph 4 and paragraph 7 do not correspond to our text.
2. M. VALLET would be disposed to accept ASSURANCES' conditions; but the bombings and these harryings in Halong Bay, plus the shortage of manpower which has resulted from them, preclude any hope of accomplishing the salvaging within a time-limit of one year. We desire to postpone signing until later.
3. We believe there is no use in appealing to competition, since it is absolutely non-existent.
4. The ASSURANCES GENERALES in Maiphong, insurer of the cargo, has --7M-- to notify it of attempts at salvage or of the renunciation of such attempts, which we shall do in either event.
